LAWS• Public Works and Economic Development Act of 1965, as amended (PWEDA), including the comprehensive amendments made by the Economic Development Administration Reauthorization Act of 2004 (PWEDA PDF)PWEDA is EDA’s authorizing statute. On October 27, 2004, President Bush signed into law the Economic Development Administration Reauthorization Act of 2004 (Pub. L. 108-373), which reauthorizes EDA’s economic development assistance programs through fiscal year 2008.
• Trade Act of 1974, as amended (PDF) Title II, Chapters 3 and 5, of the Trade Act of 1974, Public Law 93-618, as amended, provides for trade adjustment assistance for firms and industries.(19 USC §§2341-2355; 2391). Section 131 of Public Law 107-210 authorizes the trade adjustment assistance program for firms through fiscal year 2007. REGULATIONS• Interim Final Rule (PDF). EDA’s interim final regulations effective as of October 22, 2008. EDA published an interim final rule on October 22, 2008 in the Federal Register (73 FR 62858) to amend some of its regulations, namely the Trade Adjustment Assistance for Firms (TAA) regulations and the Revolving Loan Fund (RLF) regulations. The interim final rule includes a preamble that explains the revisions. The technical revisions to a few of the TAA definitions were made to help better align EDA’s responsibilities in implementing the TAA program under the Trade Act. EDA also made a number of changes to the RLF regulations in line with our commitment to implement the Office of Inspector General’s audit recommendations and to improve the administration and effectiveness of the RLF program. Comments on this interim final rule may be submitted no later than 5:00p.m. (EST) on December 22, 2008. EDA will respond to all comments received by December 22, 2008, in publishing a final rule.
