Centers for Disease Control and Prevention (CDC) FY 2002 and FY 2003 Implementation Plans for the White House Initiative on Asian Americans and Pacific Islanders (AAPI)
 

Strategic Goal #3:
Ensure access, especially linguistic access and cultural competence, for Asian Americans and Pacific Islanders.

Objective 1:
Expand CDC-based training for goal and promote visites to Pacific Island entities to enhance cultural competence and promote existing educational products.
Strategy:
Hold annual cultural competence training with representative from the Pacific Island jurisdictions
Time Frame: September 2002 and 2003.

  a. Site visits to the Pacific entities and training discussed.
  b. Funds for travel approved.

Objective 2:
Expand opportunity for training that will help to better address the multiple cultures and issues facing the Micronesian; increase the availability of technical assistance necessary to develop HIV prevention and interventions that are culturally and linguistically appropriates; address the inter-island migration and travel and how that impacts HIV prevention efforts.
Strategy:
Identify funds to support travel and cultural competent HIV prevention training.
Time Frame: September 2002 and 2003.
Performance Measures:
AAPI capacity building providers funded through HIV prevention cooperative agreements.

Objective 3:
Facilitate linkages into the Asian and Pacific Islander Communities to provide technical assistance and training on culturally competent and linguistically appropriate breast and cervical cancer screening program.
Strategy:
Provide funding to Asian American and Native Hawaiians and Other Pacific Islanders (AA & NHOPI) organizations.
Time Frame: September 2002 and 2003 (project period September 2002-2005).
Performance Measures:
The effectiveness of health delivery services improved as evidenced by increased screening rates by AA&NHOPI women.

Objective 4:
and implement a model based on scientific evidence for preventing sexual and intimate partner violence among college-aged Asian American women.
Strategy:
Through the National Asian Women’s Health Organization, the program will help the Asian American women build leadership skills and empower them to engage in healthy, non-violent relationships and to advocate for change in responding to sexual and intimate partner violence.
Time Frame: September 2002 and 2003 (project period FY 2001 to FY 2005).
Performance Measures:
A model based on scientific evidence for preventing sexual and intimate partner violence among college-aged Asian American women developed and implemented.

Objective 5:
This project uses Native Hawaiian values, beliefs, and practices to address intimate partner violence and sexual violence among Native Hawaiian perpetrators and victims.
Strategies:
a. Through the Turning Point for Families, Inc. Hilo, Hawaii, develop, implement, and evaluate a culturally competent intimate partner violence and sexual violence intervention among Native Hawaiian perpetrators and victims.
b. Decrease the incidence, severity, and types of violence perpetrated by Native Hawaiian men against their intimate partners and family members.
c. Enhance self-care and agency among Native Hawaiian women who experience violence.
Time Frame: September 2002 and 2003 (project period FY 2001 to 2005).
Performance Measure:
The incidence, severity, and types of violence decreased; a culturally competent intimate partner violence and sexual violence intervention developed and implemented.

Objective 6:
Replicate and disseminate cultural competency training on breast and cervical cancer in Asian women for a broad base of health care providers.
Strategies:
a. Provide funding through cooperative agreement to the National Asian Women’s Health Organization (NAWHO) to replicate and disseminate cultural competency training on breast and cervical cancer in Asian women for a broad base of health care providers, allied health personnel, and other personnel employed by community based organizations.
b. NAWHO will develop and implement training material entitled "Communicating Across Boundaries."
Time Frame: September 2002 and 2003.
Performance Measures:
a. Awareness, knowledge, and cultural competence of health care providers increased; capacity of cancer control programs and general awareness in Asian American communities regarding breast and cervical cancers increased.
b. Training material entitled "Communicating Across Boundaries" developed and implemented.

Reduce infant mortality by county and ethnicity among AAPIs in Hawaii.
Strategy:
Develop culturally appropriate and community-based intervention strategies to reduce infant mortality disparities by county and ethnicity among AAPIs in Hawaii.
Time Frame: September 2002 and 2003.
Performance Measures:
No more than 5 infant deaths per 1,000 live births.
