School Bus Contractors Playing an important, behind-the-scenes roll in pupil transportation is the school bus contractor. Many school districts across the country bid school transportation services to the private sector for added efficiency and cost reasons. In fact, contractors operated approximately 1/3 of all school buses in the United States. They have the envious task, as do school districts that operate their own transportation departments, of remaining up-to-date with all federal, state and local school district transportation regulations and policies while dealing with the same safety & security scrutinies, parental complaints, labor issues, and budget constraints germane to the industry. Complicating matters for national contractors -- such as First Student, Durham, Atlantic Express and Student Transportation of America -- they must further regionalize their operations specific to the locales they serve.
