  A Survey of Koa Regeration in Humuula Tract in the Hamakua District of Hawaii Island. (May 11, 2007) 8.49 MB/ PDF) This survey was performed on a parcel of land on the Hanakea district of the island of Hawaii, known as the Humuula tract, consisting of approximately 200 acres. This parcel is primarily senescent koa forest with considerable mortality. In order to rejuvenate this forest the Division of Forestry and Wildlife has scheduled a salvage harvest of dead and dying trees. This is to be followed by ground scarification where necessary. This survey was carried out prior to the salvage operation in order to clearly demonstrate the preharvest state of the forest.

Legacy Land Conservation Program (August, 2006)

The Legacy Land Program was established in July of 2005 by Section 173A-5, Hawaii Revised Statutes (HRS), under Act 156 (the Land Conservation Fund). The program provides for the acquisition of lands, including easements, for:
Watersheds protection; Parks; Coastal areas, beaches, and ocean access; Natural areas; Habitat protection; Agricultural production; or
Cultural and historical sites; Open spaces and scenic resources.

The Hawaii Experimental Tropical Forest

On April 13, 2005, Hawaii Governor Linda Lingle formally requested Secretary of Agriculture Michael Johanns to take the necessary steps to establish the Hawaii Experimental Tropical Forest as provided by the Hawaii Tropical Forest Recovery Act of 1992 (Public law 102-574, 1992). This report was prepared as per the instructions of Secretary of Agriculture Mike Johanns. It outlines the criteria for identification of lands suitable for the Hawaii Experimental Tropical Forest and presents the findings of Federal, State forestry professionals and the local community.

The purpose of the Habitat Conservation Plan (HCP) is to mitigate for impacts that construction and operation of the facility may have to four listed species: Hawaiian Petrel ('Ua'u - Pterodroma sandwichensis), Newell's Shearwater ('A'o - Puffinus auricularis newelli), Hawaiian Goose (Nene - Branta sandvicensis), and Hawaiian Bat ('Ope'ape - Lasiurus cinereus semotus). These species are known to be in the vicinity and could be injured or killed if they collide with one of the 20 wind turbines constructed on the site.
3-2005 The Safe Harbor Agreement is for the management of nesting and foraging habitat for endangered Hawaiian Stilt and Hawaiian Coot at the Chevron Refinery Hawaii at the James Campbell Industrial Park on Oahu. The Agreement has a term of 6 years and during that period Chevron will maintain 6 acres of stilt nesting habitat and 5 acres of habitat for stilt and coot foraging. Chevron will manage the water level and vegetation in a basin known as Rowland's Pond to maximize nesting habitat and conduct predator control around Rowland's Pond and several other ponded areas within the refinery to provide additional foraging habitat. Chevron has committed to monitor the stilts and coots occurring on their property and implement adaptive management strategies should current management activities appear ineffective.

The purpose of the Forest Legacy Program is to protect environmentally and culturally important forestlands from conversion. The central purpose of this amended AON is to articulate a change in eligibility criteria used to identify eligible Forest Legacy Areas in Hawai‘i, and utilize recent GIS technology to better map these areas. We are also demonstrating our commitment to the Forest Legacy Program and making this program more effective and efficient in Hawai‘i by taking the State Grant Option. This updated AON provides details of how the State will take on the new responsibilities required with this option.

 

5-2004 Under this Agreement Piiholo Ranch will maintain or improve approximately 600 acres of nene habitat on the Ranch for a period of 10 years by continuing cattle ranching operations, thereby maintaining open, short-grass habitat; establish and maintain a nene release pen; control predators around breeding and release sites; and outplant native plant species known to be nene food sources. DLNR will conduct the actual reintroduction of nene raised at the Maui Bird Conservation Center and Ranch staff will provide food and water to the nene while they are in the release pen and assist DLNR in monitoring the population on the Ranch.

the Kanepu`u Preserve, which is comprised of 590 acres across seven disjunct units, encompassing rare remnant dryland forest. This is the long-range management plan, which was submitted to the Department of Land and Natural Resrouces by the Nature Conservancy of Hawaii.

This Habitat Conservation Plan (HCP) was developed to cover the impacts to the endangered plant species, Abutilon menziesii, that will occur on 1,381-acres of state- and city-owned property, which is the site of the proposed construction of the North-South Road highway, Kapolei Parkway and subsequent developments, and the measures that will be taken to mitigate the impacts. Although the Hawaii Department of Transportation (DOT) is the sole applicant, the implementation of the HCP mitigates for the impact of development actions that may be conducted by other agencies/organizations that are not yet identified. The HCP outlines a strategy to take cuttings and collect seeds from the existing plants prior to their removal and using these materials to: 1) maintain genetic representation of the original population by growing cuttings in nurseries and placing seeds in seed storage facilities; and 2) to establish three new populations in protected areas elsewhere on Oahu. In addition, the HCP provides funding to protect and maintain the wild populations for a period of 20 years to assure that they will survive.

Between 1961 and 1974, the U.S. Forest Service’s Institute of Pacific Island Forestry (IPIF) and the Hawaii Division of Forestry and Wildlife (DOFAW) established 42 permanent growth plots in non-native timber plantations and Acacia koa stands in Hawaii. This spreadsheet contains growth data and associated general statistical summaries for these plots. Updated June 2004.

Pelekunu Preserve, Molokai; Long-Range Management Plan for Fiscal Years 2004-2009 (February 2003 /854k/ PDF)

Pelekunu Preserve was established in 1986 when the Nature Conservancy of Hawaii purchased 5,759 acres in Moloka‘i. The preserve was established to protect the free-flowing stream system, one of the best remaining in Hawai‘i. This is the long-range management plan, which was submitted to the Department of Land and Natural Resrouces by the Nature Conservancy of Hawaii.

Programmatic Safe Harbor Agreement For Nene On The Island Of Molokai, Hawaii (December 2002/397 k)[PDF]

This is the first "programmatic" Safe Harbor Agreement in the state where DOFAW will be the permitee and individual landowners ("Cooperators") will be enrolled through Cooperative Agreements with DOFAW and covered under DOFAW's Agreement and Permit.
1-2003 This Habitat Conservation Plan was approved by the U.S. Fish and Wildlife Service in March 2002, but at the time State law did not allow issuance of HCPs on public land. The HCP mitigates for impacts to Hawaiian Stilts due to the operation of the Cyanotech Aquaculture facility.
