CEC Secretariat releases work plan for ALCA-Iztapalapa II factual record

 
Montreal, 27/07/2005 – The Secretariat of the Commission for Environmental Cooperation (CEC), on 21 July 2005, released its overall work plan for gathering the relevant facts in a factual record on the ALCA-Iztapalapa II submission (SEM-03-004). The Submitter asserts that Mexico is failing to effectively enforce Articles 414 paragraph 1 and 415 of the Federal Penal Code (Código Penal Federal) and Article 150 of the General Ecological Balance and Environmental Protection Act (Ley General del Equilibrio Ecológico y la Protección al Ambiente) regarding management of hazardous substances and waste at a shoe parts factory owned by the company Alca, SA de CV next to his home in the Federal District (Mexico City), Mexico.
