New JPAC Advice to Council and announcement of the JPAC Chair for 2005

 
Montreal, 9/12/2004 – During its last meetings, held on 27-29 October 2004, in Montreal, Canada, the Joint Public Advisory Committee (JPAC) of the CEC focused its public discussion on the new directions of the CEC and held this meeting in conjunction with the CEC meeting on Building the Renewable Energy Market in North America.

JPAC is committed to contributing to the CEC's efforts to develop the 2005-2010 Strategic Plan and 2005-2007 Operational Plan of the CEC. These plans will translate the directions set by the Council for the organization in the Puebla Declaration.

During its recent meeting in Montreal on 27 October 2004, JPAC held a plenary session with the public and received input on the three pillars identified in the Puebla Declaration, namely: information for decision making, capacity building and trade and environment including the NAAEC Article 10(6). This plenary session benefited from a presentation by the Alternate Representatives to explain and situate the planning process. JPAC Advice 04-04 provides JPAC's observations and recommendations based on this plenary discussion and its own deliberations.

In addition, to assist Council in planning its work, JPAC has provided Advice to Council 04-05 containing recommendations in support of meeting the challenges faced by the renewable energy market in the NAFTA region.

Regarding a matter that is of continuing importance to JPAC—the process for public review of issues concerning the implementation and further elaboration of Articles 14 and 15 of the NAAEC—JPAC draws attention to the recent publication of the report by Council on the review of the operation of Resolution 00-09, which established that public review process.

As a final matter, JPAC is pleased to announce that it has elected Mr. Arturo Durán from the United States as Chair of the committee for the year 2005.
