North American Fund for Environmental Cooperation: CEC issues call for Fund pre-proposals

 
Montreal, 30/04/1996Preproposal Deadline: June 3, 1996 The Commission for Environmental Cooperation (CEC) is pleased to issue this call for preproposals for its new initiative, the North American Fund for Environmental Cooperation (NAFEC). The CEC was created by the North American Agreement on Environmental Cooperation to enhance regional environmental cooperation, prevent potential environmental and trade disputes and promote the effective enforcement of environmental law. The Agreement, signed by Canada, Mexico and the United States, complements the environmental provisions established in the North American Free Trade Agreement (NAFTA).

The CEC Council, consisting of the Canadian Environment Minister, Mr. Sergio Marchi, the United States Environmental Protection Agency Administrator, Ms. Carol Browner and the Mexican Environment Minister, Ms. Julia Carabias, proposed the implementation of the NAFEC in October, 1995. Their vision for the NAFEC is clear:

...to engage the energy and imagination of the people in

North America in achieving the goals and objectives of the

North American Agreement for Environmental Cooperation.

The attached Call for Preproposals serves as an applicant's guide to submitting a project proposal. It defines, for example, who can apply for funding, the NAFEC's funding priorities and the criteria for evaluating proposals. It also provides the format required for a two-page preproposal.

The Council members have appointed two people from each country to serve on the NAFEC Selection Committee. This Committee will, with the assistance of a NAFEC Coordinator, decide which preproposals fit the NAFEC funding priorities and criteria and who will be asked to submit a full proposal for further review.

The CEC drew upon the Joint Public Advisory Committee (JPAC), an advisory panel composed of five citizens from each of the three countries, and the general public to help shape the final funding criteria and guidelines for the NAFEC.

Please read the entire Call for Preproposals carefully before submitting an application.

The requirements for submitting a preproposal were purposefully made easy to encourage a broad cross section of applicants from all three countries. We encourage you to widely circulate the Call for Preproposals.
