Invitation to a Regular Session of the Joint Public Advisory Committee of the Commission for Environmental Cooperation

 
Montreal, 13/07/1999 – The Joint Public Advisory Committee (JPAC) of the Commission for Environmental Cooperation (CEC) invites you to a meeting to be held on 16-17 September 1999 at the Radisson Hotel in Montreal.

On 16 September, following the opening reports, the public is invited to participate in a plenary discussion on the Final Analytical Framework for Assessing the Environmental Effects of NAFTA and on Future CEC Program Initiatives. These exchanges, along with the results of JPAC's own deliberations and the interactions with the public will form advice to Council, as well as its input into the next Program Plan.

On 17 September, the public is invited to attend the JPAC Regular Session as observers. Several issues will be discussed, such as the monitoring of the of the Guidelines for Submissions on Enforcement Matters under Articles 14 & 15 of the NAAEC, the promotion of involvement of indigenous peoples, the strategic directions for the conservation of biodiversity, methods for CEC project evaluation and public portion of the Council Session. At the end of the day, the observers will have the opportunity to make comments.

Limited financial assistance is available to attend the plenary discussion on the Final Analytical Framework for Assessing the Environmental Effects of NAFTA. The funds will be allocated to ensure sectoral and regional representation. Only non-governmental organizations and academic institutions are eligible for financial assistance. Representation will be determined in consultation with members of the NAFTA Effects Advisory Group and successful applicants will be notified by 20 August.

JPAC is composed of fifteen members, five from each of the three countries, who are appointed by their respective governments. It acts as a single, transnational body. Its members act independently and their responsibility is to provide the Council with their advice on all matters within the scope of the NAAEC.
