Montreal, 25/11/1999 – The Chair of Joint Public Advisory
Committee (JPAC) of the Commission for Environmental Cooperation (CEC), Mr. Jon Plaut, is
pleased to inform you that President Clinton has appointed a new JPAC member to represent
the United States, Mr. Steve Owens of Scottsdale, Arizona. Mr. Plaut is certain that Mr.
Owens' strong interest and background in environmental law will make an important
contribution to the work of the Committee.
An attorney, Mr. Owens has practiced environmental and regulatory law
in Arizona since 1988. Before beginning his law practice, he worked for Senator Al Gore.
He was chairman of the Phoenix Environmental Quality Commission from 1993 to 1995
and served on the Advisory Council for the Commission on the Arizona Environment until
1996.
JPAC is composed of fifteen members, five from each of the three
countries, who are appointed by their respective governments. It acts as a single,
transnational body. Its members act independently and their responsibility is to provide
the Council with their advice on all matters within the scope of the North American
Agreement on Environmental Cooperation (NAAEC).
