PARTNERS IN PROGRAM PLANNING FOR ADOLESCENT HEALTH (PIPPAH)
About the ABA's PIPPAH Project
If attorneys, judges and other legal professionals are to effectively promote adolescent health, it is imperative that they have an understanding of the various disciplines that may have contact with youth or otherwise affect policy or practice regarding adolescents. The Partners in Program Planning for Adolescent Health (PIPPAH) initiative of the Maternal and Child Health Bureau, Health Resources and Services Administration promotes an adolescent health agenda among key professional disciplines likely to encounter adolescents and their families. PIPPAH addresses the development of organizational infrastructure at national and state levels that can effectively address adolescent health issues; enhances intra-and inter-disciplinary communication, education and training needs relevant to adolescent health; and encourages the growth of collaborative efforts across disciplines and professional organizations on behalf of adolescent health and well-being.
As a PIPPAH grantee for over 10 years, the ABA Center on Children
and the Law is working with our PIPPAH
partners to promote interdisciplinary collabration and develop
training programs and publications to improve adolescent health and
development.

PIPPAH Partner Spotlight: National Conference of State Legislatures
The National Conference of State Legislatures (NCSL) provides state and territorial legislators and their staff with research, technical assistance and opportunities to exchange ideas and collaborate on issues that affect their constituents. NCSL’s members include over 7,000 state legislators and thousands more legislative staff members. The goals of NCSL’s adolescent health work include:
- promoting better coordination and communication among state legislators and legislative staff involved with adolescent health issues and
- advancing national Healthy People 2010 adolescent health goals and objectives by educating its members.
NCSL’s work in the area of adolescent health includes:
- publishing briefs and reports on mental health needs of juvenile offenders, teen pregnancy, and positive youth development;
- compiling state laws on health insurance coverage for young adults and HPV vaccinations; and
- presenting adolescent health-related information at annual meetings.
NCSL’s Adolescent Health Page presents a wealth of resources for attorneys and judges interested in legal issues related to adolescent health.
»The National Initiative to Improve Adolescent Health by the Year 2010 (NIIAH)
The American Bar Association’s Center on Children and the Law is a partner in the National Initiative to Improve Adolescent Health by the Year 2010 (NIIAH). NIIAH grew out of the efforts of Healthy People 2010, and is intended to elevate national and state focus on the health, safety, and well-being of adolescents and young adults, and promote collaboration among different partners to attain all 21 Critical Health Objectives for adolescents and young adults.
The four goals of NIIAH, developed by the partners to guide their work, can help frame the approaches undertaken by legal professionals:
1. Elevate national, state and community focus on, and commitment
to, the health, safety and well-being of adolescents, young adults
and their families;
2. Increase access to quality health care, including comprehensive
general health, oral health, mental health and substance abuse prevention
and treatment services;
3. Improve health and safety outcomes in areas defined by the 21 Critical
Adolescent Health Objectives; and
4. Eliminate health disparities among adolescents and young adults,
and for these age groups compared to other age groups.
