Small Rural Hospital Improvement Grant Program (SHIP)

The Small Rural Hospital Improvement Grant Program (SHIP) was authorized by Section 1820(g)(3) of the Social Security Act. The purpose of SHIP is to help small rural hospitals do any or all of the following: 1) pay for costs related to implementation of prospective payment systems (PPS); 2) comply with provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996; and 3) reduce medical errors and support quality improvement (QI). SHIP was first authorized in FY-2002. In FY 2005, funds totaling $14.8 million were awarded to 1591 hospitals (approximately $9,300 per hospital).
