An open letter to my District 4 Representatives: Joe Camacho and Justo Quitugua: The governor is personally and totally responsible for the management of CUC. He has others doing the work but, as Harry Truman said, the buck stops on his desk. I have five questions that I would like someone to ask him, just to get an update!
