GRANTS MANAGEMENT -

The State of Nevada receives many federal dollars through the Department of Homeland Security and distributes them to local and tribal jurisdictions.

We are  the State Administrative Agency (SAA) for the distribution of these funds. This  provides funding for equipment, planning, training, exercise, and management and administrative funding to emergency prevention, preparedness and response personnel in Nevada.
These grants also provide funding to local governments for our   critical infrastructure. This is defined as food and water systems, agriculture, health systems and emergency services, information and telecommunications, banking and finance, energy (electrical, gas and oil, dams), transportation (air, road, railways).

State Homeland Security Grant Program supports the implementation of the State Homeland Security Strategy to address the identified planning, equipment, training, and exercise needs for acts of terrorism. In addition, SHSP supports the implementation of the National Preparedness Goal, the National Incident Management System (NIMS), and the National Response Plan.

Urban Area Security Initiative Grant Program (UASI) funds address the unique planning, equipment, training, and exercise needs of high threat, high density urban areas, and assist them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism.

Law Enforcement Terrorism Prevention Program (LETPP) focuses upon the prevention of terrorist attacks and provides law enforcement and public safety communities with funds to support the following activities: intelligence gathering and information sharing through enhancing/establishing fusion centers; hardening high-value targets; planning strategically; continuing to build interoperable communications; and collaborating with non-law enforcement partners, other government agencies and the private sector.

Citizen Corp is the Department of Homeland Security’s grassroots initiative that encourages citizens to play a role in hometown security through personal preparedness and coordinated by over 1,200 local Citizen Corps Council nationwide. CCP funds support Citizen Corps Council efforts to engage citizens in all-hazards prevention, protection, response and recovery.

Metropolitan Medical Response System (MMRS) grant program funds support MMRS jurisdictions to further enhance and sustain an integrated, systematic mass casualty incident preparedness program that enables a first response during the first crucial hours of an incident.

Emergency Management Performance Grant   provides assistance for the development, maintenance, and improvement of state and local emergency management capabilities.
 

Transit Security Grants Program (TSGP) provides Grant funding priorities include securing underground and underwater systems, reducing the risks of improvised explosive devices and radiological, chemical and biological weapons, as well as training, exercises and public awareness campaigns.

Buffer-zone Protection Program (BZPP)   provides grant funding to help protect communities from potential terrorist attacks against chemical facilities.

Waste Isolation Pilot Plant (WIPP), Emergency Planning Working Group (EPWG) & Agreement in Principle (AIP) - The funding enhances readiness to Nevada communities to respond to Hazardous Materials (HAZ-Mat) incidents involving radiological materials.

*     Grants & Projects Supervisor – oversees the grant program in its entirety. Does all the federal reporting.

*     Grants & Projects Analyst II  – audits Homeland Security Grants programs & supervises the Program Officer I and II.

 Justification Tracking

*     Program Officer II – audits the Homeland Security Grant Program.

*     Program Officer I – audits the EMPG, EPWG, and WIPP program.
