Regulations: Background and Overview Because Phytophthora ramorum may be spread through the movement of commodities (host plants, wood chips, burls, other host plant products), state, federal, and international regulations are in
place to prevent the spread of the pathogen to uninfested areas. The responsible domestic agencies in California include county Agricultural Commissioners, the California Department of Food and Agriculture (CDFA), and the Animal and Plant Health Inspection Service (APHIS).
