Regulations: Background and Overview

Because Phytophthora ramorum may be spread through the movement of commodities (host plants, wood chips, burls, other host plant products), state, federal, and international regulations are in place to prevent the spread of the pathogen to uninfested areas. The responsible domestic agencies in California include county Agricultural Commissioners, the California Department of Food and Agriculture (CDFA), and the Animal and Plant Health Inspection Service (APHIS). Some other US States have restrictions - For the latest information on the regulated articles, areas, and shipping restrictions particular to each state, please see: CDFA - State Restrictions. Regulations for Phytophthora ramorum are monitored and enforced at each level of government. Below is a list of the primary agencies at the county (California), state, federal and international levels. Created in August 2000, the California Oak Mortality Task Force (COMTF) is a nonprofit organization, under the California Forest Pest Council, that brings together public agencies, other nonprofit organizations and private interests to address the issue of elevated levels of oak mortality.
