Overview:
Learn how to select and use the various HR flexibilities that are available for today's workforce. This course covers the practical and appropriate use of direct hire authority; the participant employment program; excepted service employment authorities; the Federal Career Intern Program; the Presidential Management Fellows Program; recruitment, retention and relocation bonuses; various veterans' programs; student loan repayment programs and more.
Who Should Attend?
Human resources management specialists, assistants and clerks, as well as supervisors, managers, recruiters and other hiring officials who need to know about and use HR flexibilities.
Objectives:
  • Identify the derivation of category rating and selection as an alternative means of assessing and selecting candidates for positions filled through the competitive examining process
  • Explain the goals of category and selection
  • Define and describe the quality categories that are used in category rating and selection
  • Apply Veterans' Preference in category rating and selection, as prescribed ni section 1312(a)(2) of public law 107-296, the Homeland Security Act
  • Place qualified applicants into the appropriate category
  • Assure that proper selections are made from certificates
  • Document the procedures
  • Compile information for the required annual report to Congress and to OPM
