Overview:
Develop skills and capabilities for improved financial and performance management and decision making. Federal managers live today in a world of declining budgets and increasing performance expectations where each decision impacts budget and/or performance. They require "business intelligence" to effectively manage and make informed decisions affecting their programs and service to the American public.

OMB and other oversight agencies are utilizing new techniques to evaluate agency and program performance. Learn how to provide financial and performance information in useful form for program managers and decision makers so that they anticipate OMB actions and effectively manage their program responsibilities. The analytical community must use new techniques to truly support the "business of government." The status quo just does not work any longer.

This course is also part of the Certificate of Accomplishment in Financial Management.

Who Should Attend?
Financial, budget, program and management analysts at the supervisory and senior analyst levels, specifically staff responsible for evaluating and justifying new and existing programs. Level: Intermediate.
Prerequisites:
Management Analysis: Data Gathering (PGMT8000D)
Objectives:
  • Explain the "new world order" in which federal programs exist and the reasons why program leaders and managers require "better" information for program planning, management and decision making
  • Demonstrate various ways in which agency performance is evaluated by Capitol Hill, OMB (using PART) and the public and how the impact of such evaluations affect funding
  • Plan an analysis using a five-step process (e.g., identify up front the sources and quality of data to be used)
  • Define the types of analyses critical to federal decision makers
  • Describe OMB's PART evaluation tool and how to use that tool to present agency information in the most favorable light
  • Introduce the concept of cost accounting for both ongoing program management and for decision support
