NIST Handbook 44 and Handbook 105-1

 
On September 8, 2003, FGIS incorporated by reference the applicable requirements of the National Institute of Standards and Technology (NIST) Handbook 44, "Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices," 2002 edition (Handbook 44 issued November 2001) and continued to adopt all of the requirements of NIST Handbook 105-1, "Specifications and Tolerances for Reference Standard Weights and Measures," 1990 revision (Handbook 105-1).

 
The NCWM which develops the requirements for weighing and measuring devices is a private, voluntary organization whose membership consists of State and local weights and measures officials, representatives of government agencies that are concerned with weights and measures issues, and representatives of private industry (such as device manufacturers and distributors, and service companies). The requirements published in Handbook 44 are not the product of Federal legislation or executive action, and have no legal status, except when they are officially adopted by States, local jurisdictions, or Federal agencies, such as FGIS as done in section 802(a).
