Advanced Processing Personnel Actions (CD-ROM based, Paper-Based)

Overview:
You will tackle processing complex actions and situations encountered in the processing of benefits and entitlements for federal employees. Course includes job aids and excerpts from and links to The Guide to Processing Personnel Actions, The CSRS and FERS Handbook, the FEHB and FEGLI handbooks, and other references.

In this independent study CD course, assistance is available as needed. Take up to six months to complete. (Printed version of course also available: include a note with registration or call (303) 236-8500.)

Who Should Attend?
This course teaches human resources personnel to process complex personnel actions concerning the benefits and entitlements of federal employees. Equivalent to 32 classroom hours.
Prerequisites:
Basic Processing Personnel Actions (PROC7003N) or equivalent experience.

    Lesson 1: Service Computation Dates

    • Explain what a service computation date is and how it is used
    • Use the available instructions to determine whether service is creditable for a given benefit

    Lesson 2: Veterans’ Preference

    • Explain what veterans’ preference is and how it is used
    • Use the available instructions to determine whether a given employee/candidate for employment is entitled to veterans’ preference
    • Document and record preference that is granted

    Lesson 3: Processing Actions for Retirees

    • Determine the actions necessary when a retiree is reemployed
    • Explain the processing of a personnel action moving a federal employee from active employment to retirement
    • Use the available instructions to inform retirees of their entitlements
    • Document retirement actions

    Lesson 4: Within-Grade Increases

    • Determine eligibility for within-grade increases for both GS and FWS employees
    • Compute within-grade increase dates
    • Use the available instructions to process within-grade increase actions

    Lesson 5: Waiting Periods for Career Tenure; Probationary Periods; Within-grade Increases

    • Explain purposes of career tenure and probationary periods
    • Determine eligibility for career tenure
    • Process the actions necessary to document a change in tenure group
    • Describe the types of probationary periods and when a probationary period is required
    • Credit service towards completion of a probationary period

    Lesson 6: Health and Life Insurance

    • Discuss the types of federal health and life insurance benefits available
    • Define eligibility requirements
    • Determine whether an employee may make a specific change in their enrollment
    • Process health and life insurance actions
