Accounting Services

The Accounting services group within the National Business Center (NBC) provides a full range of accounting services and support for client agencies with a staff of accountants, financial specialists, and accounting technicians.

• Perform all appropriated reimbursable, and trust accounting functions; payroll liaison functions, reconciliations with Treasury; all general ledger reconciliations; comprehensive internal reviews in the areas of finance and property; physical property inventories; risk assessments for real and personal property.
• The preparation of the SF-224, Statement of Transaction and reconciliation of the statement of differences.
• The periodic review and comparison of unliquidated obligations and accounts payable documents against accounting reports to ensure correctness of balances.
• Provide accounting support to Property Management.
• Provide training on internal voucher examination, remote data entry and property.
• All statutory and regulatory reporting, including the Treasury Report on Receivables (TROR) and IRS Forms 1099.
• Financial statement and footnote preparation, including intragovernmental eliminations.
• Manage debt collection program, including referrals to Treasury.
• Audit liaison and applicable reporting.
• Investment accounting.
• Budget execution and tracking.
• Preparation of written policies and operating procedures.
• Maintain client's accounting history.
• Develop statistical sampling procedures, including providing documentation and training; financial performance measures and reports; and internal management reports, including special reports to assist managers in managing their programs.
• Experienced staff available to conduct Management Control and other types of reviews on client business processes.

The NBC Operates in a SAS 70 and A-123 compliant processing environment.
