U.S. Capacity Building Projects
Overview

The development of a National Framework for Biosafety is a complex process that involves the gathering and storing of information on Laws and Regulations, National Competent Authorities, and decisions on Living Modified Organisms. Such information can be stored and managed locally, and then reported to the International Biosafety Clearinghouse as prescribed by the Cartagena Protocol on Biosafety. The development of such a framework and database can be greatly facilitated through use of a blank database template, into which data can be entered.

The United States has invested considerable time and resources into the creation of this website and database, and wishes to share its experience with others. By doing so, it hopes to facilitate transparent, science-based evaluations of Living Modified Organisms. The United States will be making the template (architecture) for its website and database freely available to interested parties.

Countries and interested parties can now download the blank template from this site and enter their data directly into it. This will greatly facilitate the development of national databases. The United States will provide support to developing countries wishing to use this template by co-sponsoring training workshops in conjunction with UNEP-GEF, as well as providing phone and email technical support. 

The design template, which will store national data and create the reportable XML files, will meet the standards set within the pilot phase of the Biosafety Clearinghouse.
