A seagull flies over the California Coastal National Monument which stretches along the entire coast of California and extends 12 miles into the Pacific Ocean.  The Monument includes 20,000 rocks, islands, pinnacles and reefs.

A riparian functional assessment conducted between 1995 and 1998 on the majority of the riparian systems in the allotment, including all of the systems believed to be at risk, found that three ephemeral drainages are functional at risk due to headcutting, as a direct result of roads in and along the watercourse. An Experimental Stewardship Program Technical Review Team, representing livestock operators, state wildlife agencies, sportsmen, wild horses, environmental concerns, and agricultural research services, developed desired condition objectives for the allotment. The team specified projects and management methods to meet these objectives. Studies are being conducted to determine why some bitterbrush communities are in poor condition, and how they can be improved. Management actions have been taken, and projects, including fencing, prescribed burns, and brush removal, have been completed or are planned to further improve the conditions of riparian, aspen, and bitterbrush communities.
