Online Permitting System

All oversize and overweight permits are processed using an online program called the Electronic System Network for Oversize and Overweight Information (eSNOOPI). WSDOT offices as well as permit agents access this web-based program for efficient processing of permits.

Agents

Private businesses can become permit agents to issue Washington State oversize and overweight permits.  A one-day training program, signing a user agreement, and attending annual refresher training is all that is required to allow agents to issue permits to trucking companies. 

What permits can an Agent issue?
The permits are listed on WSDOT's Commercial Vehicle Services (CVS) web page under All Permit Types.  There are currently 23 agents inside WA as well as outside the state. 

Computer and other Requirements?
All that is needed is access to the Internet with a high-speed cable connection and browser, Internet Explorer 5.0 or newer.  For customer convenience, a fax machine is recommended.  Once training is completed and an agreement signed, a login and password will be assigned to use at the eSNOOPI login screen.  For additional information, a copy of the agreement can be viewed by clicking on the request to become an Agent.  WSDOT has an expectation that an Agent will issue at least 30 permits in a 3 month period.  If the total permits issued by an agent falls below 30 permits in a 3-month period, the agent will be subject to having their access to the permit system terminated.

Computer and Payment Requirements
All that is needed is access to the Internet with a high-speed cable connection and browser, Internet Explorer 5.0 or newer.  All payment transactions must be made by credit card.  The only credit cards authorized are Visa and Master Card. 

What permits can a company self-issue?

Self-Issuer Permit Types

The Washington State Department of Transportation, Commercial Vehicle Services (CVS) office offers a new on-line self-issuer agreement and registration process. Interested carriers can enter into the permitting program by clicking on the "Request to become a Self-Issuer for WSDOT", and complete a registration form. There will be a text box with the agreement displayed for acceptance and can be printed for closer review.

If the user agrees to the conditions of the agreement, they will click on the "Accept and Sign up" button at the bottom of the registration page. The user will receive a userID and password by e-mail. This will give the user access to the online permitting program to a login screen. Once in the program, the user will be able to issue permits for their fleet. 

New - Over Weight Permit for Self-Issue
The self-issued weight permit needs no special authorization other than registering to be a self-issuer, as outlined above. 

The weight permit limits:

  • 16 feet wide
  • 16 feet high
  • 125 feet trailer load length
  • 200,000 lbs.
  • Limited to Tractor/Trailer combinations (including jeeps and boosters)
  • An Axle Spacing Report Number is required for a weight permit

The tractor/trailer combination will be considered a tractor and trailing unit(s) which can included jeeps and boosters to distribute the weight.  This permit is not valid for double trailers.  Double trailers are not eligible for overweight permits.

Any road and bridge restrictions are displayed on the permit.  The carrier must abide by the restrictions on the permit with no exceptions.  Overheight clearances are the responsibility of the carrier not WSDOT. 

The cost of the overweight permit is the same as if the self-issuer purchased the permit from a WSDOT office.  There is no additional charge. 

How do I get an axle spacing report number?
There are two ways to get an axle spacing report number:

  1. Axle spacing report numbers can be requested from the CVS office using the request form located on the CVS website under "Permits and Fees" and clicking in "Applications Forms".  Select the "Axle Spacing Report for Overweight Permits". 
  2. Anyone will be able to calculate the permitted and legal weights of a vehicle combination using the "Electronic Weight Calculator" located on the CVS website.  This will create an axle spacing report number for the configuration calculated.  The calculator will not calculate configurations beyone 200,000 lbs.
