Keeping out the cold during winter and the heat during summer is one of the best things you can do to reduce your energy costs. In Oregon, you can get assistance to determine which energy-saving measures will save you the most money in the shortest time. And there are rebates to help you pay for them.
Oil, propane, kerosene, butane, or wood-heated homes
The Oregon Department of Energy administers the State Home Oil Weatherization (SHOW) Program, which serves Oregon households that heat with oil, propane, kerosene, butane, or wood. SHOW-eligible homeowners can conduct their own energy audit and apply for cash rebates for installed weatherization and heating measures.
Eligible SHOW homeowners can receive a maximum rebate of $500 among the following choices while funds last:
- Insulation (attic/ceiling, floor, wall, ducts) - 25% of the total cost up to a maximum rebate of $500
- Weatherstripping and caulking - 25% of the total cost up to a maximum rebate of $500
- Blower-door assisted air sealing - 25% of the total cost up to a maximum rebate of $500 with a contractor certified by the Department of Energy
- Water heater insulation (in unheated areas) - 25% of the total cost up to a maximum of $500
- Programmable thermostat - 25% of the total cost up to a maximum of $500
- Replacement oil burner 80% or more efficiency - 25% of the total cost up to a maximum rebate of $150
- Replacement oil furnace 81% or more efficiency - 25% of the total cost up to a maximum rebate of $150

Installation of a qualifying above-ground oil tank - 25 percent of the cost up to a maximum of $150.
- Replacement windows - 25% of the total cost up to a maximum rebate of $150
- Insulated exterior door - 25% of the total cost up to a maximum rebate of $150
- Blower door test - 100% of the total cost up to a maximum rebate of $100 with a contractor certified by the Department of Energy
The $500 limit is per household and excludes any rebates previously approved. Either owner-occupied homes or rentals may qualify for rebates if heated with fuel oil (oil, propane, butane, or kerosene) or wood. If you own a qualified rental home, please call the Oregon Department of Energy at 1-800-221-8035 before you begin.
What to do
- You can choose to have a contractor of your choice complete the Energy Audit Checklist help you determine what your home has and what it needs to ensure it is adequately weatherized. (See geographical listings of contractors in right-hand column.) or You can complete the Energy Audit Checklist yourself. (See Audit Web page for more information.)
- Decide which energy conservation measures you want to install.
- Have a licensed contractor (see geographical listings in right-hand column) complete the work and sign the Energy Rebate form
or
Do the work yourself and complete the Energy Rebate form.
- Mail the receipts (or copies of the receipts), the Energy Rebate form, and the Energy Audit Checklist to:

Receipts must be dated, itemized and marked that the work has been paid-in-full. If you do the work yourself, the cost should be for the product or material only (no labor costs included). If a contractor does the work, labor can be included.
- You will receive a rebate check in approximately four weeks. The maximum rebate is $500. Rebates are available as long as there is funding.
All energy efficiency improvements must meet SHOW´s installation standards and may be inspected on request.
If you qualify for SHOW and are served by PGE or Pacific Power, complete the following coupon for four free compact fluorescent light bulbs from the Energy Trust of Oregon.
Electric or gas heated-homes
Electric and gas utilities may offer their heating customers home energy reviews and rebates on some weatherization measures. Call the utility that provides your heating fuel. If that utility is Portland General Electric (PGE), Pacific Power or Northwest Natural, contact the Energy Trust of Oregon at 1-866-368-7878. Also, check the utility incentives listing.
Rental housing
Owners of rental properties heated with oil may get a 35-percent Oregon Business Energy Tax Credit (over five years) for weatherization measures in addition to SHOW rebates. Call the Oregon Department of Energy before beginning a project at 1-800-221-8035 toll-free or (503) 378-4040 in Salem.
