This summary of the Energy Policy Act of 2005 tax credits for renewable energy generation is provided by the Northeast Regional Biomass Program.

Texas Environmental Quality Incentives Program
The Environmental Quality Incentives Program (EQIP) is a voluntary conservation program that promotes agricultural production and environmental quality as compatible National goals. Through EQIP, farmers and ranchers may receive financial and technical help to install or implement structural and management conservation practices on eligible agricultural land. EQIP was reauthorized in the Farm Security and Rural Investment Act of 2002 (Farm Bill).

Texas Biofuel Incentive Program  
NOTICE: The 80th legislative session formally transferred the authority for administration of the biofuel incentive program to TDA.  However, no funds were appropriated for Fiscal Year '08 and Fiscal Year '09 to allow TDA to continue to provide incentive payments to registered plants.  Therefore the last production report (RED-101) to be accepted will be for the month ending August 31, 2007.  Beginning September 1, 2007, no new registrations or reports will be accepted.  Please contact Allen Regehr at 512-463-9932 with any questions.

DOE Biomass Program
The U.S. Department of Energy (DOE) Biomass Program develops technology for conversion of biomass (plant-derived material) to valuable fuels, chemicals, materials and power, so as to reduce dependence on foreign oil and foster growth of biorefineries.

Bioenergy Texas Coalition
The BioEnergy Texas Coalition (BETX) is an initiative funded by private individuals, corporations, and foundations to accelerate research & development, business development, and the integration of renewable energy technologies and fuels in Texas. It is the goal of BETX to bring recognition, education, and promotion to the renewable energy industry in Texas, supporting its development across the State.

USDA Rural Development, Section 9006
This is the U. S. Department of Agriculture (USDA) web site for the Section 9006: Renewable Energy & Energy Efficiency Program with information on grant and guaranteed loans for agricultural producers and rural small business to assist with purchasing renewable energy systems and making energy efficiency improvements. The information includes details on project and applicant eligibility, application procedures, required forms and other useful information to assist in the application process.

USDA Rural Business Cooperative Service
This USDA web site provides information to assist farm, ranch and small business in the area of renewable energy and efficiency. This program promotes economic development by supporting loans to businesses through banks and community-managed lending pools and offers technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services.

American Biofuels Council (ABC)
Formed in June 2007, ABC is the first national major initiative to build a grassroots communications network for the advancement of biofuels adoption. ABC's mission is to advance the uses of alternative fuels and other products derived from biomass derivatives, by promoting research, development and education on the use of biofuels. It will bring information to consumers, enterprises and local governments, and, in turn, represent the grassroots at the national level.

Renewable Energy Vendors & Services
SECO does not link directly to vendors, but you can visit the Texas Renewable Energy Industry Association, and select the Search Our Members tab. There you can search by the type of renewable energy that interests you. You can also find vendor contact information on the Texas Solar Energy Society web site - select the Find Vendors link for their database of vendors who provide products or services related to renewable energy. Of course, when talking with a vendor, always be sure to ask for references.

DOE's Biomass Program Plan: 2007-2012
USDA Rural Development strives to see that rural citizens can participate fully in the global economy by providing technical assistance, funding, and other programs that help rural Americans build strong economies to improve their quality of life.


Biomass Research & Development Initiative (BRDI)
A multi-agency effort, including DOE and the U.S. Department of Agriculture (USDA), to coordinate and accelerate all federal biobased products and bioenergy research and development.
BRDI is an excellent source for news, technology, resources and the Biomass Initiative Newsletter.

Biomass Energy Research Association
An association of biofuels researchers, companies, and advocates that promotes education and research on renewable biomass energy and waste-to-energy systems.

Bioenergy Feedstock Information Network (BFIN)
BFIN is a gateway to biomass feedstock information resources from the U.S. Department of Energy, Oak Ridge National Laboratory, Idaho National Laboratory, National Renewable Energy Laboratory, and other research organizations.

Western Regional Biomass Energy Program
A DOE-funded program that promotes the use of biomass for energy production, and includes information on the regional programs and various reports, as well as studies and publications.

Southwest Farm Press
News and information on topics relevant to Texas biomass, including ethanol and biodiesel, from the agricultural perspective.

Landfill Methane Outreach Program
The U.S. EPA's Landfill Methane Outreach Program (LMOP) is a voluntary assistance and partnership program that promotes the use of landfill gas as a renewable, green energy source.

Texas A&M University
TAMU offers courses and research in biomass energy through their Center for Energy and Mineral Resources, the Texas Agricultural Experiment Station, and the Stephenville Research and Extension Center.

From Biomass to Biofuels: NREL Leads the Way
Published by the National Renewable Energy Laboratory (NREL), a U.S. Department of Energy (DOE) research facility laboratory for biofuels research and development.

Phyllis
Phyllis is a database, containing information on the composition of biomass and waste. Phyllis enables you to make analysis data of individual biomass or waste materials available and offers you the possibility to obtain the average composition of any combination of groups and/or subgroups. You can get answers on questions like:

  • What is the average sulphur content of wood?
  • What is the ash content of willow?
  • What is the average calorific value of chicken manure?

Looking for biomass energy photos?
Go to this DOE site, PIX: The Photographic Information Exchange for an on-line collection of several thousand photos related to renewable energy and energy efficiency technologies. All photos are free and for public use.

Texas Renewable Energy Resource Assessment
This SECO study evaluates Texas renewable energy resources, including solar, wind, biomass, water, geothermal and building climatology. The report includes numerous maps and charts.

Biomass as Feedstock for a Bioenergy and Bioproducts Industry
An April 2005 USDA/DOE report. This report focuses on the technical feasibility of a billion-ton annual supply to produce fuels, chemicals and power from biomass. The two departments are working together on several aspects of bioenergy. This report is the third to be produced from joint collaboration.
