Addictions and Mental Health Division (AMH)

Assistant Director: Richard Harris

Deputy Assistant Director:  Madeline Olson

The Addictions and Mental Health Division assists Oregonians in being independent, healthy and safe by preventing and reducing the negative effects of alcohol, other drugs, gambling addiction and mental health disorders, and promoting recovery through culturally appropriate, evidence-based treatment of addictions, pathological gambling, mental illness and emotional disorders.

Components of this group include:

Community Mental Health

Community mental programs in all 36 Oregon counties provide mental health services for low-income adults and children who have serious emotional and psychiatric disorders and are a danger to themselves or others, are unable to meet their needs or are in danger of being removed from their homes due to emotional disorders. Services, available 24 hours every day, include acute inpatient treatment, residential treatment, adult foster care, outpatient therapy, supports needed for successful community living, medications, case management, assistance in finding and maintaining housing, and work and social support.

Alcohol and Other Drug Treatment

County mental health programs and designated nonprofits deliver treatment for alcohol and other drug abuse in all 36 counties as well as in statewide and regional residential programs. Services include outpatient, intensive outpatient, residential and detoxification; specialized services are designed to meet the needs of women, parents with children, minorities and adolescents.

Alcohol and Drug Prevention

Community mental health programs, federally recognized tribes and statewide contractors provide evidence-based services to prevent addictive problems associated with tobacco, alcohol, other drugs and gambling. These services are aligned with each county’s comprehensive plan developed by the local Commission on Children and Families.

Oregon State Hospital

The state hospital, with campuses in Salem and Portland, provides long-term psychiatric treatment for adults with severe and persistent mental illness who are civilly or criminally committed for treatment. Accredited by the Joint Commission on Accreditation of Health Organizations, the hospital has beds for geropsychiatric and medical services; for treatment of civilly committed adults; for the evaluation and treatment of adults who have been charged with a crime; secure residential beds for less restrictive treatment of adults under the jurisdiction of the state Psychiatric Security Review Board; and the Portland campus has 68 beds for civilly committed adults. Combined, the two campuses serve 700-plus patients.

Blue Mountain Recovery Center

This Pendleton facility, formerly known as Eastern Oregon Psychiatric Center, provides 60 beds for psychiatric treatment of adults with severe and persistent mental illness. It provides acute-care services for low-income patients from eastern Oregon counties who are not eligible for Medicaid and delivers long-term psychiatric services for other adults from across the state. The hospital is certified by the federal Centers for Medicare and Medicaid Services.
