DOE certifies Lab’s Earned Value Management System

The Laboratory’s Earned Value Management System (EVMS), comprised of methods and procedures for effectively managing projects based on American National Standards Institute (ANSI) criteria, was recently certified by a team of representatives from the Department of Energy’s Defense Contracting Management Agency and Office of Engineering and Construction Management. The Lab is one of only four DOE facilities to achieve EVMS certification to date.

"Not only does the certification indicate that the Lab's EVMS officially meets ANSI criteria, but it also shows that Project Management (PM) Division is committed to ensuring excellence in project execution," said Mike Strevell, PM Division leader. "The EVMS can now be used with all projects that require rigorous project management."

Carolyn Mangeng, acting associate director for technical services (ADTS), sponsored EVMS and was instrumental in the certification process by offering information to DOE reviewers and participating in the audit.

In a description of the program, PM Division encouraged its project managers to “tailor the scope of the EVMS application to their projects so that they can efficiently, economically and effectively provide the necessary budget/schedule management control data both to themselves and to their customers in a manner consistent with the budget, schedule and technical requirements associated with a project.”

Institutional Policy 350 Program, Project and Line Relationships; Implementation Procedure 351 Program Management and Implementation Procedure 352 Project Management dictate in a graded way how project managers are going to use EVM as a workplan “to ensure that programs are planned, developed, and managed in a comprehensive and integrated fashion.”

In a note to PM Division, Pete Offringa, director of project and facilities management for UC’s Office of the President wrote: “This is a great achievement. I am confident that you will be able to maintain this certification through an active surveillance program and use this system as the basis for expanding the use of EVMS across the Laboratory.”
