Evaluation: Program Review

Review of program activities, outputs, and outcomes is essential to good program performance. For a program to be accountable for producing results over any given timeline, activities, outputs, and outcomes must be regularly monitored by the program through the systematic collection, analysis, and reporting of information that tracks program activities and results (outputs and outcomes). In addition to internal and external program reviews, program evaluations are being conducted by the National Academies.

In general, intramural research projects are reviewed at several stages. Initially, a brief concept document is developed. This is briefly presented, and then reviewed and rated by the appropriate Division. If favorably reviewed, a full project proposal is developed based on a specific set of instructions. External review is then arranged by at least two experts in the field. External project reviews are required to occur no later than the first year of the project and continuing projects are externally reviewed at least once every 5 years.

All projects undergo periodic internal review as well within their respective Divisions. During these internal reviews, accomplishments, including publications and presentations, potential problems, future plans, research-to-practice efforts, and partnerships are discussed and recommendations are made.
