Permits Homepage - Resource Conservation and Recovery Act (RCRA) Permit Coordinators Permitting Information Specific to Region 10 Public Notices Regulations, Policies and Guidance Public Involvement General Permitting Information Fact Sheets, draft permits, etc. EPA, Region 10, in partnership with the Idaho Department of Environmental Quality , the Oregon Department of Environmental Quality., and the Washington Department of Ecology. issues RCRA permits to facilities who treat, store or dispose of hazardous wastes. The RCRA permit specifies conditions and requirements that the facility must follow in order to treat, store or dispose of hazardous wastes in accordance with the regulations. All facilities that currently or plan to treat, store or dispose of hazardous wastes are subject to the permitting process. The federal regulations which govern the permitting process include: The Solid Waste Disposal Act., as amended by the Resource Conservation and Recovery Act and the Hazardous and Solid Waste Amendments of 1984, The Toxic Substances Control Act., and Title 40 of the Code of Federal Regulations (CFR).. Oregon, Washington and Idaho are authorized to administer parts of the RCRA program in their respective states. To receive authorization, state requirements must be as strict, or stricter, than the federal requirements. Alaska is not currently authorized. EPA Region 10 is responsible for issuance of permits for treatment, storage and disposal of Polychlorinated Biphenyls (PCBs) and RCRA permits on Tribal lands because none of the four states in Region 10 are authorized to administer these programs.
