Active Military Personnel Recertification

 

Oregon EMS will grant extensions of current EMT certifications to all military personnel who have been called up to active military between to Jan 01, 2006 to June 1, 2007.  Read Oregon EMS Director's memo here.

* A maximum of 20% of the total required hours for EMT-Basic may be obtained by completing any one or combination of any of the following: teaching related subjects; being an EMT exam evaluator, or reading medical director or (his/her designee) pre-approved EMS journals or articles. 

Special Considerations means any EMS subject that does not fall in either trauma or medical related subjects.


If using audiovisual programs, the EMT must have prior approval from his/her medical director or (his/her designee) and will be calculated hour-for-hour.

CPR Training: Must be an American Heart Association "Level C", American Red Cross" Basic Life Support for the Professional Rescuer", American Safety and Health Institute (ASHI) CPR-PRO, EMP - Medic First Aid (BLSPRO) or American Green Cross/National Safety Council Professional Rescuer BLSCPR course completion document.


These EMT continuing education requirements, at all levels, are extracted from OAR 333-265-0110, 333-265-0120 and 333-265-0130 that became effective on 11/06/95.  Refer to these OARs for complete instructions. 

 

If an EMT-Basic's initial certification period is:
(a) 6 to 12 months, 25% of the hours listed are required
(b) 13 to 23 months, 50% of the hours listed are required; or 
(c) 24 to 30 months, 100% of the hours listed are required.

In addition to the above, the EMT-Intermediate must demonstrate proficiency in the following areas as evidenced by the signature of the medical director of the EMT-Intermediate:
  • Basic airway care to include insertion of a pharyngeal esophageal airway device.
  • Rapid extrication and spinal immobilization.
  • Intravenous and intraossious access and administration of medications authorized for use by EMT-Intermediate.
  • Cardiac arrest management.
  • ECG monitoring/interpretation and application of EMT-Intermediate protocols to clinical scenarios.

EMT-Paramedic

In addition to the above, the EMT-Paramedic must demonstrate proficiency in the following areas, as evidenced by the signature of the medical director, through personal observation, by demonstration in a classroom or by documented successful field performance - the following skills:
  • Patient assessment and interviewing.
  • Airway management, including use of BVM, ET placement, cricothyrotomy, and chest decompression.
  • Vascular access and medication administration, including IV drug infusion and IO cannulation.
  • Management of OB emergencies, including uncomplicated prehospital delivery.
  • Management of cardiac emergencies in accordance with AHA standards including one and two person CPR and obstructed airway and ACLS measures. Must include a minimum of two cardiac arrest scenarios in accordance with local EMS protocols.
  • Application of local protocols, standing orders and trauma system entry criteria.

Every fourth year, starting June 30, 1999, a written EMT-Paramedic knowledge assessment must be successfully completed.

 

If initial certification period is less than 12 months, 50% of the hours are required.  Over 12 months requires 100% of the required hours.

Recertification Process

EMT recertification applications are mailed to each EMT, by Health Services, the last week in March of the recertification year. The majority of EMTs return the recert application independently. Some agencies pay for the recertification of their employees and elect to send the applications of all employees together. In either case, it is the responsibility of the EMT to ensure that all documents are submitted to our office prior to May 31 of the recertification year.

The application consists of two parts. The first portion is the recertification application. This requests information regarding employment status and agency affiliation. The back of this form has spaces for signatures of the physician advisor, training officer and the EMT. All necessary signatures must be present in order for the application to be complete. If required signatures are missing, the application will be returned to the EMT.


The second portion of the application is a background questionnaire. It is detached from the first portion and is confidential. The EMT must truthfully answer the questions and return this form to Health Services.

Once both forms are received, the application will be processed. If the application is received later than May 31, the EMT is subject to a late processing fee of $20. If the EMT does not have their certificate by June 30, the EMT's certificate has expired and he/she is prohibited from functioning as, or representing themselves as an EMT until their certification has been reinstated.

Fees for Recertification

 

A person eligible for recertification must submit a completed application to Health Services accompanied by a nonrefundable fee. Fees are based on length of certification at the EMT's current level.


If certified under 12 months
