About Director Richard Whitman
Richard Whitman
Richard Whitman became the Director of the Department of Land Conservation and Development (DLCD) on January 2, 2008. Prior to joining DLCD, he was head of the Natural Resources Section of the Oregon Department of Justice (DOJ) since 1997.
 
At the Department of Justice, Whitman was Attorney-in-Charge of the Natural Resources Section, which represents and advises Oregon's environmental and natural resources agencies in a variety of legal proceedings. In that capacity, he supervised a staff of 26.
 
While at DOJ, Whitman worked closely with federal, state and local officials as well as other interests on a range of land use and environmental matters ranging from Ballot Measures 37 (2004) and 49 (2007) to the Oregon Plan for Salmon and Watersheds.
 
Prior to his years at DOJ, Whitman worked at the law firm of Ball Janik (Portland) from 1989-97 where he was involved in land and water use matters in central and eastern Oregon as well as in the Portland metro area. Before that, Whitman managed several economic development programs for the State of California (Sacramento) from 1984-87.
 
Whitman received a law degree in 1989 from the University of California-Berkeley, where he won the Harmon Prize for best environmental law article. He is a 1978 graduate of Tufts University, and in 1981, graduated with honors from MIT with a Masters of City and Regional Planning.
 
Whitman lives in southeast Portland with his wife, Emily. The couple has two children.
 

About Deputy Director Cora Parker
Cora Parker has been the department's Deputy Director since May 2006. However, during the final four months of 2007, she served as Acting Director, bridging the gap between former Director Lane Shetterly and current Director Richard Whitman.
 
In her role as Deputy Director, Parker is responsible for the day-to-day management of the department’s operations, including:
  • Directing staff and programs, through five division managers,
  • Implementing the policies of the Land Conservation and Development Commission (LCDC), and
  • Carrying out the duties of the department as defined, largely, by Oregon Revised Statutes Chapter 197.
Before joining DLCD, Parker was the Central Operations Division Manager for the Oregon Economic and Community Development Department (OECDD). There she managed the department’s internal administrative functions, including activities related to contracting, accounting, information systems, policy and performance measures, and business and public finance activities.
 
Prior to joining OECDD, Parker served as a policy and budget analyst with the Oregon Department of Administrative Services’ (DAS) Budget and Management Division (BAM). Her assignments at BAM included OECDD, DAS, and the Public Employees’ Retirement System, among others.
 
Parker also worked as the revenue economist with the Office of Economic Analysis, was an analyst with the Debt Management Division of the Oregon State Treasury, and served as an auditor for the Oregon Secretary of State Division of Audits.
 
Parker received a Bachelor of Business Administration degree from Gonzaga University, where she majored in finance. She completed her MBA at Willamette University, with a focus in public policy.
