Enforcement

The California Integrated Waste Management Act (AB 939, Sher, Chapter 1095, Statutes of 1989 as amended [IWMA]) made all California cities, counties, and CIWMB-approved regional solid waste management agencies responsible for enacting plans and implementing programs to divert 25 percent of their solid waste by 1995 and 50 percent by year 2000. Later legislation mandates the 50 percent diversion requirement be achieved every year.

The CIWMB oversees and provides assistance to local governments as they develop and implement plans to meet the mandates of the IWMA and subsequent legislation.

Waste diversion planning is designed to increase public participation in all aspects of waste diversion, including waste reduction, reuse, recycling, and composting, as well as the safe disposal of waste that cannot be diverted. This includes providing education and technical assistance to the residential, commercial, and manufacturing sectors, directly and/or through local governments.
