DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE C H A R T E R ARTHRITIS AD HOC REVIEW COMMITTEE ose The Secretary and by delegation the Administrator, Health Resources Admin- istration, are authorized by P.L. 93-192 (Senate Report 93-414) to make grants for planning and development of pilot arthritis centers. This committee is needed because the National Advisory Council on Regional Medical Programs lacks the specialized expertise to review these grants and therefore, this committee shall hold one meeting to review and. make recommendations concerning applications for such grants. Authori 42 USC 217a; Section 222-of the Public Health Service Act, as amended. Committee is governed by provisions of Public Law 92-463, which sets forth standards for the formation and use of advisory committees. Function The Committee shall review applications for grants for the support of a pilot arthritis program and make recommendations to the National Advisory Council on Regional Medical Programs with respect to the approval and funding of such applications. Stxucture The Arthritis Ad Hoc Review Committee shall consist of 15 members, including the Chairman. Members shall be selected by the Secretary, or his designee, from authorities knowledgeable in the fields of rheumatology, orthopedics, physiatry, nursing, occupational therapy, physical thera , and other related py fields or interests. Members shall be invited to serve for the duration of the committee. Management and staff services shall be provided by a Public Health Analyst, Division of Regional Medical Programs, Bureau of Health Resources Development, who shall serve as Executive Secretary. A meeting shall be held at the call of the Chairman, with the advance ap- proval of a Government official who shall also approve the agenda. A Goverrment official shall be present at the meeting. Page 2 The meeting shall be open to the public except as determined otherwise by the Secretary; notice of the meeting shall be given to the Public. The meeting shall be conducted, and records of the proceedings kept, as required by applicable laws and Departmental regulations. Compensation Members who are not full-time Federal employees shall be paid at the rate of $100 per day, plus per them and travel expenses in accordance with Standard Goverrment Travel Regulations. Cost Estimate Estimated cost for operating the committee, including compensation and travel expenses for members but excluding staff support, is $9,500. Estimate of manyears of staff support required is .33 at an estimated cost of $6,000. Report A report shall be submitted to the Secretary and Assistant Secretary for Health through the Administrator, Health Resources Administration, not later than 15 days after termination of the Committee, which shall contain as a minimum a list of members and their business addresses, the com- mittee's functions, dates and place of meeting, and a summary of committee Activities and recommendations made. A copy of the report shall be pro- vided to the Department Committee Management Officer. Termination Date The Arthritis Ad Hoc Review Committee will terminate on June 30, 1974.
