North Dakota Department of Agriculture appreciates the opportunity to
comment on the above referenced proposed rule. The stated purpose of the
proposed rule is to streamline regulations governing the direct Farm Loan
Programs and accomplish the following: Simplify and clarify direct loan
regulations; implement the recommendations of the USDA Civil Rights Action
Team; meet the goals and objectives of the National Performance Review;
and separate Farm Service Agency's (FSA) direct Farm Loan Programs regulations
from Rural Development mission area loan program regulations. |

comments about the proposed rule changes. |

The
North Dakota Department of Agriculture appreciates the opportunity to
comment on the proposed Conservation Security Program (CSP) authorized
in the Farm Security and Rural Investment Act of 2002. USDA's proposed
rules fall short of capturing Congress' intent to make the program available
to producers nationwide, to allow producers to achieve conservation goals
by enrolling in the program, and to provide meaningful stewardship incentives
for program participants. |
