Key Players at Colorado State Parks 

Dean Winstanley, Director

Gary Thorson, Deputy Director
Gary Thorson is currently the Deputy Director for Colorado State Parks, overseeing Statewide Programs including Strategic Planning, Marketing, Capital Development, Energy Efficiency, Business Research, Recreational Trails, Snowmobile/Off-Highway Vehicle program, Information Technology, Reservations System, Natural Resource/GIS Section, the State Natural Areas Program, and Volunteer Program.  He came to Colorado in 2003 after serving as the Development Director for Utah State Parks.  While in Utah, Gary managed a $50 million capital construction program for the 45 state parks and the development of Soldier Hollow Venue at Wasatch Mountain State Park for the 2002 Winter Olympics.  Prior to Utah, Gary worked for Wyoming State Parks and Historic Sites for 19 years and served as Director from 1990 - 1999.  Gary received a Bachelors degree in Parks and Recreation Administration from the University of Nebraska. He spends his free time exploring the mountains and rivers of Colorado.

Steve Cassin, Chief Financial Officer
For the past ten years Steve has been the Chief Financial Officer for the Colorado Division of Wildlife (DOW); he’s worked at the DOW for the past 23 years. In the capacity of CFO Steve has been responsible for all budgeting, accounting, grants management and other financial functions at Wildlife, which employs 650 full time people and has an annual budget of over $100 million. For the last ten years Steve also served as a member of the five-person senior management team at the DOW, and has been involved in most of the major policy issues the DOW has dealt with in the last decade.
Steve has an MBA in finance from the University of Colorado at Denver and has lived in Colorado for the last forty years. His main interest, outside of work, is climbing, a hobby in which he indulges every weekend.  He has been married for the past 25 years and has two children, a 19-year old daughter who attends the University of Colorado and a 16-year old son in high school.

Ken Brink, Park Operations
Ken Brink oversees Field Operations, including all Region and Park operations. Ken was previously the Park Manager at Chatfield State Park and Steamboat State Park.

Larry Kramer, Deputy Director
Larry Kramer is currently the Deputy Director for Colorado State Parks. Larry oversees Public Safety and Training, Boating Program, Registration Unit, and Real Estate and Water Programs. In 1979 Larry began his career with Colorado State Parks and was assigned to Barr Lake State Park.  During his 27-year tenure, Larry has managed Eldorado Canyon State Park, Golden Gate Canyon State Park, and Lathrop State Park and was the Assistant Regional Manager for the South Region Office.  In 2003, Larry was appointed to Chief of Field Operations, and in 2004, he was appointed to Deputy Director.  Larry attended Adams State College in Alamosa and earned a Bachelors Degree in Recreation and a Minor Degree in Environmental Science. He is a fourth generation Colorado native.
 

Rick Storm, Chief of Field Services
Rick supervises the Field Services Section and serves as the Chief of Law Enforcement.  Field Services programs include investigations, public safety/law enforcement, training, homeland security and emergency operations, agency rulemaking/regulatory, recreational boating, river outfitter licensing, boat/snowmobile/off-highway vehicle registration, telecommunications, uniforms, fleet management, recreation safety education, and Littleton Office Center operation.  Storm graduated from Colorado State University in 1977 with a Natural Resources degree.  He began his professional career with State Parks in 1977 as a park ranger at Boyd Lake State Park, after serving as a seasonal ranger at various state parks for 3 years.  
  
David Giger, High Plains Region Manager
David Giger is currently the
High Plains Region Manager for Colorado State Parks.  Prior to moving to Denver he has served as the South Region Manager in Colorado Springs; Assistant West Region Manager in Grand Junction;  Park Manager, Senior Ranger and Park Ranger at Rifle Gap/Rifle Falls/Harvey Gap/Sylvan Lake State Parks. David received his B.S. degree in Outdoor Recreation, Park Management and Administration from Colorado State University.

Kristi McDonald-Quintana, Assistant High Plains Region Manager
Kristi McDonald-Quintana is the Assistant Region Manager for the
High Plains Region for Colorado State Parks overseeing the 14 parks in the Denver Metro and northeast part of Colorado.  She began her career in 1973 as a seasonal interpreter at Golden Gate Canyon and later as seasonal ranger at Eldorado Canyon.  Hired full time in 1979, she was a Ranger at Roxborough State Park, Sr. Ranger at Chatfield State Park and Park Manager at Eldorado Canyon State Park.  From 1992 to 1999, she worked for the Department of Revenue, Division of Gaming as a Criminal Investigator in Cripple Creek and Supervisory Investigator in the Central City/Black Hawk Gaming District.  McDonald-Quintana has a BA from Metropolitan State College of Denver in Recreation Administration.
 
Kurt Mill, Rocky Mountain Region Manager
Kurt Mill graduated in 1980 from Colorado State University with a degree in Outdoor Recreation Administration.  Mill has worked throughout the state in various capacities for State Parks since being hired in 1980.  Currently, Mill oversees the operation of the 18 state parks located on the western slope of Colorado that makes up the
Rocky Mountain Region.
 
Bob Wiig, Assistant Rocky Mountain Region Manager
Bob Wiig is the Assistant
Rocky Mountain Region Manager at the Grand Junction office, and oversees 19 state parks located throughout Western Colorado.  Bob holds a B.S. from Colorado State University in Wildlife Biology.  Bob began his State Parks career as a Seasonal Ranger at Boyd Lake for two years, then working for the Colorado Bureau of Investigation and as a Police Officer for the CSUPD prior to starting full-time with State Parks in April of 1984.  In his free time, Bob enjoys playing recreational hockey, family activities, hunting, fishing, boating at Lake Powell and anything outdoors. 
 
Heather Dugan, Southeast Region Operations
Heather Dugan is the Acting Region Manager for the
Southeast Region of Colorado State Parks.  Working with the Region Manager, Dugan oversees operations at Arkansas Headwaters Recreation Area, Bonny, Cheyenne Mountain, Eleven Mile, John Martin, Lathrop, Mueller, Lake Pueblo, San Luis Lakes, Spinney and Trinidad.  Dugan graduated from Colorado State University with a degree in Wildlife Biology.  She was a seasonal employee at Chatfield and Jackson Lake for several seasons, and was hired by Colorado State Parks full time in 1992.  Since then, she has worked at Eleven Mile and Spinney, Chatfield, Castlewood Canyon, the Public Safety and Training Unit, and in the Southeast Region Office.

Michael French, Southeast Region Manager
Mike French is currently managing special projects
after 30 years with Colorado State Parks.  French began his career as a seasonal worker at Boyd Lake, afterwards working as a full-time Ranger at Boyd Lake/Barbour Ponds, Senior Ranger at the Eleven Mile/Tarryall/Antero Complex, Park Manager at the Eleven Mile/Mueller Complex, Assistant South Region Manager, and Park Manager at Lake Pueblo State Park.  Mike holds a B.S. degree from Colorado State University in outdoor recreation and environmental education.

John Geerdes, Southeast Region Operations
John Geerdes in on a 12-month special project to assist in the Southeast Region operations. John has been a Park Ranger V at Arkansas Headwaters Recreation Area.
