RESPONSE TO COMMENTS RECEIVED DURING PUBLIC COMMENT PERIOD
At page 3 of the report it is stated that the Town "took ownership of the property in 1982 as
a gift to cover back taxes." The Town took title to the Site by deed in lieu of foreclosure of
a tax lien and not as a "gift." Furthermore, the deed was transferred to the Town in October
of 1987 not 1982.
Response: This has been clarified.
On page 4, the report references a "tire incinerator." The so-called "tire incinerator" is
actually a waste-tire-to-energy plant and should be referred to as such.
Response: This name change has been incorporated in the document.
On page 5 it is suggested that trout fishing in Sterling Pond "is some of the best in the State"
and it is speculated that people may hike in the wooded hills surrounding the site. These
comments are speculative and neither of them is based on hard data. We request that they
be stricken from the final report.
Response: While we agree that these comments are anecdotal, they serve to describe human
activities likely to occur near and around the site. These are later used to help assess
exposures and exposure routes. It is for these reasons that these comments are included and
important.
With regard to the physical hazards that were mentioned in the draft report, please note that
the Town has received a grant from the state of Connecticut in the amount of $75,000.00 to
assist in the demolition and removal of the existing buildings and for Site grading. The
Town is currently soliciting requests for proposals for this work. In addition, it is expected
that the pond at the center of the Site will be filled. This work is expected to be completed
by July 1, 1993. It is believed that this work will eliminate the physical hazards identified
in the draft report.
Response: This information has been added to the Public Health Action Plan.
