Recordkeeping
On January 1, 2005, the Department of Labor's Occupational Safety and Health Administration (OSHA) issued new requirements for the recording and reporting of work-related injuries and illnesses for Federal agencies. Under the requirements, contained in 29 Code of Federal Regulations (CFR) Part 1960, Subpart I and 29 CFR 1904, Federal agencies will utilize the same injury and illness recordkeeping forms that the private sector is required to use. OSHA has given Federal agencies until January 1, 2006, to comply with the new rule. The Following is a Summary and Explanation of recordkeeping and reporting changes, taken from the standard's Federal register announcement :
"X. Summary and Explanation of the Final Rule, 29 CFR Part 1960, Subpart I, Recordkeeping and Reporting Requirements .
As described below, the final rule revises OSHA's requirements for the recording and reporting of work-related deaths, injuries, and illnesses for Federal agencies.
The final rule becomes effective on January 1, 2005 (Note: There is a one year implementation period). At that time, the following recordkeeping actions will occur:
(1) The revisions to 29 CFR Part 1960, Subpart I, entitled Recordkeeping and Reporting Requirements, which include reference to pertinent provisions in 29 CFR Part 1904, will be in effect.
(2 ) Federal agencies will utilize the same injury and illness recordkeeping forms (OSHA Form 300 - Log of Work-Related Injuries and Illnesses (replaces the Log of Federal Occupational Injuries and Illnesses), OSHA Form 300-A Summary of Work-Related Injuries and Illnesses,OSHA Form 301 Injury and Illness Incident Report) that the private sector is required to use and they can be downloaded from OSHA's publication page - or equivalent form. and
(3) The following OSHA publication will be withdrawn: OSHA 2014 (revised 1986);
(4) All letters of interpretation regarding the former Federal agency recordkeeping requirements will be withdrawn and removed from the OSHA CD-ROM and the OSHA Internet site."
Note: These are not Workers' Compensation regulations and do not impact the Presidential safety goals as discribed in SHARE, which remain based Workers' Compensation data.

Question: Would having a downloadable video decrease the pauses found with the streaming video?
Answer: It may, but network congestion may cause the stream to stop, and buffer or pause. So even if you downloaded the file, if a network is experiencing congestion the audio/video media file being accessed may have to stop and buffer i.e. pause and start again.

OSHA New Recordkeeping/Reporting Requirements:

Changes under 1960 - OSHA will not issue notices for violations under Part 1960, Subpart I, until January 1, 2006, provided that the Federal agency is attempting in good faith to meet its recordkeeping obligation and agrees to make corrections necessary to bring the records into compliance.
