Overview & Objective(s):
CERP/RECOVER Restoration Technology Transfer and USGS-CERP Liaison with USACE includes the following activities:
- Task 1 - Support of CERP/RECOVER; A. USGS participation in CERP PDT and RECOVER meetings; and B. Support for management of the Everglades Depth Estimation Network (EDEN) project; C. Work with federal, state, and other restoration partners to ensure technology transfer and science synthesis.
- Task 2 - Assist with GE PES coordination.
- Task 3 - USGS Liaison with USACE

WORK PLAN
Title of Task 1: Support of CERP/RECOVER; A. USGS participation in CERP PDT and RECOVER meetings; and B. Support for management of the Everglades Depth Estimation Network (EDEN) project; C. Work with federal, state, and other restoration partners to ensure technology transfer and science synthesis.

Work to be undertaken during the proposal year and a description of the methods and procedures:
- Participates in multiple Everglades restoration work groups and committees in support of the Comprehensive Everglades Restoration Plan (CERP):
- CERP Regional Central and Southern project delivery teams (RPDTs)
- CERP Project Delivery Teams
- Aquifer Storage and Recovery
- Lake Okeechobee Watershed Project
- Florida Bay/Florida Keys Feasibility Study

- Participates in workshops/meetings/conferences to integrate science towards specific DOI, CERP &/or RECOVER science needs.
- Represents USGS at interagency CERP meetings.
- Serves as project chief of EDEN project
- Coordinates all aspects of budgeting, work plan development, status reporting and product delivery
- Manages work tasks of technical team (about 12 PIs)
- Serves as primary POC for project with funding agency and others
- Ensures that products are on-time and relevant to Everglades Restoration
- Assists DOI partners in facilitating USGS technical data and information gathered on the Greater Everglades area. Ensures technology transfer and science synthesis of USGS studies/products within the Greater Everglades area.
Specific Task Product(s):
- Provides information/meetings notes on all CERP meetings attended with GE PES and other USGS staff as appropriate.
- Coordinates all USGS RECOVER MAP-funded projects with USGS and ensures prompt funding and handles scope of work issues.
- Provides program development support to USGS at interagency meetings when USGS expertise is requested or appropriate.
- Delivers and implements EDEN products to MAP PIs for biological/ecological assessments.

Work to be undertaken during the proposal year and a description of the methods and procedures:
- Coordinates or supports workshops/conferences, provides administrative support for workshop/conference contracts, and facilitates workshop follow up and synthesis.
- Coordinates GE PES project progress reviews as requested by the GE PES Coordinator; provides follow up to decisions and actions from reviews.
- Reviews reports and other document from DOI agencies and CERP -related activities; coordinates reviews by GE PES PIs as requested.
- Tracks selected GE PES projects for status and budget

- Assist SOFIA project staff with timelines, workplans, priorities, and report planning.
- TIME/SICS
- Assists with prioritizing tasks relevant to customer agency's needs.
- Facilitate and support partner agency use of the models.

- Example - Conceived and implemented USGS PES Publications Exhibit Booth at NCER in 2004.

Budget and Time Frame for Task 3: FY06
Work to be undertaken during the proposal year and a description of the methods and procedures:
- Participates in program development meetings. Develops USGS proposals and statements of work.
- Represents all USGS and USGS FISC offices at USACE, Jacksonville District
- Provides follow ups to requests made by USACE staff and USGS staff, including follow up to invoices and billings, status of USGS reports, data requests.
- Coordinates Work Orders and Interagency Agreements under the USGS/USACE MOA including assistance in scope of work development, D&F packages for Economy Act approval, and cost estimate development.
- Tracks progress of Work Orders (WO) and Interagency Agreements (IA) for technical issues, deliverable schedules, funding and invoicing:
- Total funding in FY06 is to 6 different USGS offices nationwide
- Distributes USGS publications (hard copies and electronic links) among USACE staff and CERP staff housed in the USACE.
- Addresses and responds to technical and "political" issues between USACE and USGS.
- Educates the USACE on USGS science mission and seeks opportunities to promote USGS science in USACE decision-making and project planning.
- Reviews draft reports (Fact Sheets, Open-File reports, and Scientific Investigation reports) submitted to USACE by USGS.
- Gains understanding of USACE, Jacksonville District science and data needs to develop a more relevant USGS program, both FISC and PES activities.
Specific Task Product(s):
- In FY06, seeks to improve funding, invoicing and product delivery issues for USGS WO/IAs with USACE by implementing new protocols drafted last FY.
- Find new ways and opportunities to expand program development options for USACE funding to USGS scientists.
