CONCLUSIONS
Under current site conditions, the PCBs at the site pose no apparent immediate public health hazard to spectators. Current site conditions include: 1) the intermittent, very limited duration of exposure of spectators to on-site soils, 2) the comparatively low levels of PCBs currently present in on-site parking lots and soils based on the US EPA March sampling event, and 3) the regular use of dust abatement during the racing season. Therefore, we concur with US EPA ERT's position that this site does not require immediate removal action at this time.
Although immediate action is not required, environmental law enforcement agencies, such as Ohio Environmental Protection Agency and US EPA, should conduct further investigations as directed in environmental regulations (such as TSCA) for any potential land uses and potential long- term exposure.
