1998 Annual Report on Opiate Use Among Arrestees

The 1998 Annual Report on Opiate Use Among Arrestees summarizes trends in opiate use among arrestees from cities participating in the Arrestee Drug Abuse Monitoring Program (ADAM). The report analyzes data for both male and female offenders by region, age, and use of opiates in conjunction with other drugs. Data show that overall opiate use among arrestees is "relatively low" compared to that of cocaine and marijuana and has changed little over the past 9 years. In 1998, opiate use among offenders age 36 or older decreased by 5 percentage points but increased by a similar margin among the youngest arrestees (ages 15-20). Regions reporting the lowest usage were the West and Southwest.
