Grants Management Specialist (Trainee) with the Grants
Administration Branch, Division of Extramural Activities, National
Institute of General Medical Sciences (NIGMS)!

This is a Career Opportunities Training Agreement (COTA) position.
The COTA program offers formal and on-the-job training to your
develop analytical and communication skills. Work assignments will
be developmental and progressively more difficult, designed to
improve your grasp and understanding of the methodology and
performance of work assignments in the grants management field.
Promotion into this position is not authorized. Depending on your
current grade, you will be reassigned to the GS-5 trainee
position or voluntarily changed to a lower grade with pay retention
if appropriate. Target position is Grants Management Specialist, GS-
1101-09 with promotion potential to the GS-13.
Length of Training: The length of training will vary depending upon
the difference between USOPM qualifications required for the target
position and your qualifications at the time of selection.
Your Career Development Plan (CDP) will cover the entire training
period. The plan will specify developmental assignments involving
on-the-job training and formal training courses. The plan will
correspond to your particular needs for training in relation to
meeting the requirements of the target position.
Once you have successfully completed the training assignment, you
will be eligible for promotion into the target position. Training
time is credited at the rate of one month of training for two months
of required experience.
Placement in the target position will require successful completion
of all training specified in the CDP.
Promotion Potential: This is a COTA trainee position, which is
being announced at the GS-5 level. You may not be placed
in the target position until all requirements of the
Career Development Plan, the USOPM Qualification Standards,
including any positive education requirements, and the time-in-grade
requirements have been met. The target position has further non-
competitive promotion potential to the GS-13 level.
It should be noted, however, that promotion is neither guaranteed
nor automatic. Promotion will depend upon successful performance as
a trainee, and completion of the training program will enable you to
be eligible for promotion to the target position of GS-9. Further
promotion will be based on demonstrated skill and experience as
defined in the Operating Manual for Qualifications Standards for
General Schedule Positions.
Performance Management Appraisal Plan: A Performance Management
Appraisal Plan (PMAP) for the individual selected will cover each
year of the training period. The plan will specify the performance
goals for each year based on developmental assignments and the
target position work goals. Placement in the target position will
require at least a Minimally Successful rating for each year of the
training period. |
