PUBLIC HEALTH ASSESSMENT

FORT DIX (LANDFILL SITE)
WRIGHTSTOWN, BURLINGTON COUNTY, NEW JERSEY

ATSDR has drawn the following conclusions from current environmental data and information on Fort Dix:

The surficial aquifer at Fort Dix — the Kirkwood-Cohansey Aquifer — is contaminated with VOCs, SVOCs, and metals. Potable drinking water at Fort Dix is supplied from a combination of surface water and groundwater from deeper aquifers. No known major water supplies are drawn from the Kirkwood-Cohansey Aquifer in the vicinity of Fort Dix. Two private off-site drinking water wells that draw from the Kirkwood-Cohansey Aquifer were identified during the remedial investigation; these wells are not expected to be affected by groundwater contamination at Fort Dix. Because no exposure pathway exists, contaminants in groundwater pose no public health hazards.
Due to the potential exposure pathway involving dermal contact with and inhalation of radiologically-contaminated soil, ATSDR will investigate the Air Force's BOMARC site in a separate document.
On the basis of information available on air emissions from the Fort Dix solid waste incinerator, ATSDR concludes that past contaminant emissions pose no apparent health hazard.
The Army should ensure either that UXO is located and retrieved or that areas where removal is prohibited are made inaccessible.
On the basis of information available on contaminants in groundwater, soil, surface water, and sediment, ATSDR concludes that Fort Dix poses no apparent public health hazard.

The Public Health Action Plan (PHAP) for Fort Dix contains a description of actions taken by ATSDR and other agencies at and near Fort Dix; it also describes the actions ATSDR and these agencies plan to take after the completion of this public health assessment. The purpose of the PHAP is to ensure that this public health assessment not only identifies public health hazards, but also provides a plan of action designed to mitigate and prevent adverse human health effects resulting from exposure to hazardous substances in the environment. The public health actions that are completed, being implemented, or planned are as follows:

The Fort Dix Sanitary Landfill (Site FTDX-10) is undergoing long-term monitoring.
Several sites have been remediated or are currently undergoing remedial investigation.
