The Office of Legacy Benefits, Work Force Restructuring and Labor Management Relations provides assistance and guidance to DOE field organizations to plan for, and mitigate the negative impacts of, changes in DOE’s contractor work force. Section 3161 of the Fiscal Year 1993 National Defense Authorization Act requires a work force restructuring plan be developed whenever work force restructuring occurs throughout the nuclear weapons complex. The guidelines and requirements of Section 3161 were expanded to cover the non-nuclear DOE sites when practicable.
The primary objective of Section 3161 is to mitigate the negative impact on employees and their communities whenever work force restructuring takes place. Our office is responsible for ensuring Section 3161 objectives and guidelines are met while ensuring implementation of work force restructuring actions are consistent with programmatic and budget requirements. There is some overlap with the Office of Property Management and Community Assistance when actions being taken affect communities near the DOE facilities.
As funding is made available, this office supports displaced employees through the Displaced Worker Medical Benefits Program, tuition reimbursement, relocation assistance, and outplacement assistance.
