Commissioner Moeller's statement on Morgan Stanley Remand Order

“While the Western Energy Crisis occurred long before I joined this Commission, there still remain legal challenges stemming from wholesale energy contracts that were signed in 2000 and 2001. I am hopeful that today’s order marks the beginning of the end of this long journey. And while I would encourage parties to consider the settlement options that we make available as an alternative to additional litigation, the buyers and sellers will nevertheless have one final opportunity to make their best case before this agency. I wish the parties well as they decide their strategy and I look forward to the day when we can close the remaining dockets in these proceedings.”
