FOIA Statistics

The FOIA has become a useful tool for researchers, news media, and the general public. In October 1996, Congress enacted the Electronic Freedom of Information Act Amendments of 1996, one of which (5 U.S.C. 552(a)(6)(A)(i)) extended the agency response period from 10 days to 20 days, and another (5 U.S.C. 552(e)) which requires agencies to make available to the public fiscal year FOIA Annual Reports. This information must be included in electronic format on agency Internet Web sites, and must be available in print at agency reading rooms.

Agencies are also required to make available to the public records disclosed in response to FOIA requests that are determined to become the subject of multiple requests in the future. The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office has received multiple FOIA requests for records in the following areas:

Contracts

In response to solicitations for bids for contracts, we often receive multiple requests for copies of, or portions of, the currently existing contract that is subject to bid. Routinely, these requests terminate 30 to 60 days after the solicitation is posted electronically, and copies are rarely if ever requested again. These requests are considered “flurry” requests, specific to the contract being offered at the time.

Historical records

Requesters frequently seek general information on our nuclear weapons testing program from records that are currently available from our Public Reading Facility. We routinely direct requesters to this source, where over 370,000 historical records are available in a searchable bibliographic index.

Amchitka Island, Alaska, Contracts & Employment

The Nevada Site Office has received numerous FOIA requests from law firms in Alaska for Department of Energy contract records and employment records for companies that performed work on Amchitka Island, Alaska, from years 1965 through 1972. Responsive records are the (formerly) Nevada Operations Office List of Contracts and Reports of Contractor Employment. These records, from years 1962 though 1975, are available from our Nuclear Testing Archive Public Reading Facility on a CD-ROM disc in portable data format (PDF). Requesters will be charged only for shipping and handling.

Requesters should note that portions of some of the pages in these records have been redacted to exclude information which is protected from disclosure under Exemption 1 (5 USC 552(b)(1)) of the FOIA."
