Submitting proposals are an integral part of our scientific program development to facilitate new ideas, improve areas of research, or continue studies. 

Please contact the appropriate ESD Program Head and/or Department Head for help in teaming, solicitation clarification, development of proposals, contacts (industry, academia and other national labs), and proposal preparation.

NOTE:  All proposals must be approved by the Division Director before they are formally submitted to DOE or any other  funding source.

RPSEA SOLICITATION INFORMATION (Official Call Pending NETL approval)

Schedule (anticipated call to go out late third quarter 2007)
The schedule for the initial round of solicitations will be determined in consultation with NETL after approval of the draft Annual Plan by the Secretary of Energy.

Funding Estimates
It is anticipated that $14.9 million will be available for the Ultra-deepwater program, $13.8 million for the Unconventional Onshore program and $3.2 million for the Small Producer program during fiscal year 2007.  The typical award is expected to have duration of one to two years, although shorter or longer awards may be considered if warranted by the nature of the proposed project.

Selection Criteria:
The following criteria are proposed to be used to evaluate proposals submitted under the RPSEA program.  Weighting factors will be determined prior to the issuance of each solicitation.

  • Technical merit and applicable production or reserve impact
  • Statement of Project Objectives
  • Personnel qualifications, project management capabilities, facilities and equipment and readiness
  • Technology transfer approach
  • Cost for the proposed work
  • Cost share
  • Environmental, Health and Safety QA/QC
  • Exceptions to contract terms and conditions

The following additional criterion is proposed to be used to evaluate proposals submitted under the Small Producer program.

  • Approach to application of the results, including involvement by small producers

While formal RFP’s will not be issued until after the approval of the Annual Plan, it is not too early for potential research contractors to consider partnership arrangements and plan proposals that will maximize the impact of this program on developing the nation’s resource base.  Technology developers will be highly encouraged to partner with operators in submitting proposals.  Such partnerships will be especially important in the case of technologies at a sufficiently advanced stage of development to contribute to the near-term impact of the program.  You will receive notices as further details become available.  The details will also be posted on the RPSEA website at www.rpsea.org.

Nanotechnology Research Awards Investigating Fate, Transport, Transformation, and Exposure of Engineered Nanomaterials: A Joint Research Solicitation - EPA, NSF & DOE

SUMMARY: Research supported under this RFA should focus on developing new understandings of potential impacts and risks of nanophases and nanoparticulates relevant to DOE missions. To this end and in particular, research on nanoparticles and nanomaterials that could find application in energy technologies, possibly including the use of chemically inert nanoparticles as environmental tracers is solicited. From a DOE perspective, investigating the impact and risk of nanomaterials in the environment requires understanding both the critical characteristics of newly developed engineered nanomaterials as well as the baseline characteristics of existing engineered nanoscale substances in the environment that may be potentially harmful. The DOE is particularly interested in furthering the understanding of the role(s) that nanophase structures/particles may have on controlling the fate and transport of radionuclide and heavy metal contaminants in groundwater and surface water systems. The DOE is also interested in technological by-products, at the nanoscale, of energy, remediation, or carbon cycling technologies that have never previously been appreciated for their significance but which may have become prevalent in the environment since before the advent of nanotechnology. ENERGY BIOSCIENCES INSTITUTE (EBI) Call for Preproposals

The first round solicitation generated nearly 250 innovative proposals spanning all of the EBI's areas of interest. A panel of 15 faculty from UCB/LBL and University of Illinois reviewed and discussed all of the proposals and made recommendations about which preproposals should be followed by full proposals The EBI Scientific Advisory Board anticipates the funding rate for full proposals will average 35-50%, depending on the research category. The due date for full proposals is August 17, 2007, and they hope to make award announcements the week of October 1.

If you elect to submit a full proposal, the EBISAB requests that you temporarily hold open the weekend of October 26-28, as this is the weekend the EBI will hold it's first annual retreat in Bodega Bay. PIs who receive funding for their full proposals will be encouraged to attend this event.

The EBISAB are in the process of improving the EBI web site to streamline the submission process and allow for online entry of certain information. They anticipate that the site will be ready for full proposal submissions by mid-July. In the meantime you can start preparing a full proposal using the:
