Project to develop innovative seeds
Development toward the Practical Application of the Results of Innovative Research by Universities and other Institutions
Seeking to support the practical application of innovative research results (i.e., "seeds") obtained by universities and public research institutes, this undertaking publicly solicits a wide range of subjects from researchers and companies. The solicitation takes place under a competitive environment and involves a variety of programs that are matched to the technical phases of these subjects.
The project then employs external experts and intellectuals to evaluate the subjects and select superior examples, and works to promote R&D on these subjects in order to return the results to society.
Experiments for the Acquisition of Various Patent Rights
JST strategically promotes further research to secure applied patents for practical use based on fundamental patents held by universities, national and other public research institutes,etc.
* Concept
JST selects fundamental patents of research results obtained at universities, national and other public research institutes that have a high possibility of being developed for practical use and promotes further research on such fundamental patents by strategically securing applied patents helpful for achieving practical use of these fundamental patents. JST expects that these efforts will lead to the practical application and commercialization of new technology through the technology transfer programs of JST.
* The subscription ended in fiscal 2005.
Modeling of Innovative Research Results
Putting the results of research from universities, national and other public research institutes, etc. into concrete form
Many middle or small-sized companies enthusiastic about pursuing research and development often encounter difficulty in developing applications from "New Technological Concepts" evolving from research results obtained at universities, national and other public research institutes. "New Technological Concepts" refer to scientific concepts and product ideas that may create great demand and give birth to new industries through the successful commercialization of new materials and devices with innovative functions. This program aims to put these "New Technological Concepts" held by R&D oriented middle or small-sized companies into concrete form, or model them on a trial basis, in cooperation with researchers of universities and research institutes (called "Modeling"). Through this process, information that needs to be shifted to commercial development is collected. This information may be useful for further development of other new technologies, and is expected to contribute to the creation of new industries.

* "Modeling" of research results (patents, etc.) of university, etc.
* R&D oriented middle or small-sized companies with equity capital of 1 billion yen or smaller can apply
* The support of Non-Profit Organization is also possible
* JST offers modeling funds
* Wide publication through press releases and the Internet, explanatory meetings, etc.
* Patents, etc. obtained from modeling are handled according to Section 30 of the Law on Special Measures for Industrial Revitalization.
* Requirements for Proposed Concepts
1. Concepts are to be based on research results from universities, national and other public research institutes, etc.
2. Prior consent of the researcher has been obtained
3. It is possible for the company to be licensed the patents (including patents pending) in shifting to commercial development
* Period for Modeling
In principle, the period for Modeling is one year.
* Modeling Fund
The modeling fund available for one theme is 20 to 30 million yen per annum (involving indirect costs).

Creation and Support Program for Start-ups from Universities
Making Research Results into Practical Use by Establishing Enterprises
This program is based on the pupose that venture businesses originating in universities will be created by promoting research and development (R&D) necessary for establishing and developing business based on research results by universities, etc. and that these research results will thereby contribute to society and economy in return.
When herein used, "universities, etc." means universities, technical colleges, national and other public research institutes, and specially designated public corporations, independent administrative institutions and public-service corporations which engage in R&D.
* Requirements for Application
Requirements for application are as follows:
1. The development representative is an inventor and there are available research results such as patents ;
2. The establishment of a business (foundation and registration of a new company) using the R&D results should be realized with a prospect within the R&D period; and
3. The application is a joint application by the research representative and the entrepreneur.
In these requirements, "entrepreneur" means an individual who can orient, guide and advise the R&D from a viewpoint of establishing a new business and who is expected to be a chief executive of a new company to be established as a result of this program.
* Research and Development Promotion System
JST will conclude a "commissioning agreement" with a research institute, which the applying development representative belongs to. The research institute arrange for the performance of efficient R&D by effectively utilizing research facilities and human resources.
JST establishes a R&D assistance unit represented by the program director(PD) and the program officer (PO) to give support for opeating this program, such as examination, adoption and follow-up of themes performed by the assessment committee.
* Research and Development Costs
R&D costs (direct costs) borne by JST will be 10 million yen to 50 million yen per annum for one theme. Indirect costs will is separately borne at 30 percent of direct costs.
* Term of Research and Development
The term of R&D will be three fiscal years at the longest.

* Holding of Intellectual Property Rights
Intellectual property rights arising out of results of the R&D commissioned to universities, etc. by JST for this program may be held by the university, etc. as an institution which the development representative belongs to on the condition that the agreement specifies that Article 30 of Law on Special Measures for Industrial Revitalization (so-called japanese version of the Bayh-Dole Act) will be applied.

Contract Development
JST provides Risk-Taking Funds for the commercial development of new technologies that can contribute to the advancement of society and improvement of people's lives
* Contract Development
For the development of new technologies considered important for society and likely to involve high development risk, JST assists companies developing applications for practical use by providing RiskTaking Funds. If development is successful, the companies repay JST. If development is unsuccessful, there is no requirement for repayment.
JST selects the most suitable company for a particular development project, taking into consideration its technological development ability and management stability and concludes a development contract with the selected company.

* Development
* Development Fund: 100 million to 2 billion Japanese yen per project
* Development Period: 2 to 7 years
* Repayment: If successful, repayments shall be made in equal yearly installments within 8 years (no interest) backed by security such as mortgage of real estate, commercial stocks and bonds, or bank guarantee.
Small and medium companies with equity capital of 1 billion Japanese Yen or less and companies of 5 years or younger are eligible for preferential repayment conditions.
Applications for preferential repayments are accepted on a regular basis.
