ESTCP Opportunities

ESTCP is seeking innovative environmental technology demonstrations as candidates for funding beginning in fiscal year (FY) 2010. The solicitation for the FY 2010 ESTCP program was released on January 8, 2009. This solicitation requests pre-proposals via Calls for Proposals to Department of Defense (DoD) organizations and Federal (Non-DoD) organizations, and via a Broad Agency Announcement (BAA) for Private Sector organizations. The submission deadline for pre-proposals is March 5, 2009.

Through the U.S. Environmental Protection Agency Technology Innovation Program, ESTCP Director Dr. Jeffrey Marqusee will conduct an online seminar “ESTCP Funding Opportunities” on January 15, 2009, from 2:00-4:00 PM EST. This “how to play” briefing will offer valuable information for those who are interested in new funding opportunities within ESTCP. During the online seminar, participants may ask general questions about the funding process, the current FY 2010 ESTCP solicitation, and the proposal submission process. The DoD Call for Proposals requests pre-proposals related to each of the ESTCP focus areas: (1) Environmental Restoration; (2) Munitions Management; (3) Sustainable Infrastructure; and (4) Weapons Systems and Platforms. Note that descriptions of these Topic Areas are included in Appendix A of the DoD Instructions.

The Non-DoD Federal Call for Proposals and the BAA request pre-proposals in the following topics only: (1) Remediation of Contaminated Groundwater; (2) In Situ Management of Contaminated Sediments; (3) Characterization, Control, and Treatment of Range Contamination; (4) Military Munitions Detection, Discrimination, and Remediation; and (5) Energy Efficiency and Renewable Energy for DoD Installations. Note that descriptions of these Topic Areas are included in Appendix A of the instructions for both the Non-DoD Federal organizations and for Private Sector organizations.

ESTCP's partner in environmental technology, the Strategic Environmental Research and Development Program (SERDP), released its annual Core and SERDP Exploratory Development (SEED) solicitations for FY 2010 on November 6, 2008.

  • The Core solicitation requests proposals in response to Statements of Need (SON) related to the SERDP focus areas of Environmental Restoration, Munitions Management, Sustainable Infrastructure, and Weapons Systems and Platforms. For the SERDP Core solicitation, pre-proposals from the non-federal sector were due January 8, 2009, and federal proposals are due March 12, 2009.
  • In addition, SEED SONs were released for several focus areas. All SERDP SEED proposals are due March 12, 2009.

AFCEE Seeks Innovative Solutions via BAA
