The following proceedings are from the November 14, 2008 Symposium on
Current Status of Coastal Wetland Plants Research and Restoration
Efforts. Coastal wetland disappearance has been a major issue in
Louisiana for more than a decade. Efforts are underway to develop
superior and highly adaptive native coastal plants, seed-based
technologies for large-scale restoration, and innovative engineering
revegetation techniques. These plant-based products and revegetation
technologies are being developed by several laboratories and could be
tailored into current construction engineering to develop more
successful coastal wetland loss remediation. The magnitude of Louisiana
coastal marsh loss is unprecedented and occurs at the estimated rates of
65-91 km2 annually, representing 80% of the entire coastal wetland loss

The United States Department of Agriculture (USDA) is announcing that
the Wetlands Reserve Program (WRP) has been renewed through Title II of
the Food, Conservation and Energy Act of 2008, better known as the Farm
Bill. The Natural Resources Conservation Service (NRCS) administers WRP.
Many of the provisions of the Farm Bill will become effective October 1,
2008. There has been an immediate change in easement compensation. The
change in easement compensation is to the lowest of the following: fair
market value of the land enrolled based on either a Uniform Standards of
Professional Appraisal Practices appraisal or market survey, geographic
cap established by the Secretary, or the landowner offer.

This is a success story of a small scale cattleman by the name of
Antonio “Tony” Barcellona. Mr. Barcellona retired from Bell South after
30 years of service. His farm located in East Baton Rouge parish near
Zachery, Louisiana, is approximately 72 acres. Over a third of the
acreage which he and his wife, Andree, have called home for 23 years is
forestland. Since 1990, he has owned four or five cows. In 2007, he
decided to become more involved in the cattle industry by expanding his
herd to include 13 cows and a bull. |
