Resource Conservation and Development Program (RC&D)

The mission of the federal RC&D Program is to make available the total resources of USDA and other public and private partnerships to build relationships, create financial leverage, and increase the ability of communities to meet their identified resource conservation and development needs.

The RC&D Program was first authorized by Congress in 1962 and achieved permanent authorization with the passage of the Farm Security and Rural Investment Act of 2002.  The Secretary of Agriculture is charged with responsibility for the RC&D Program and has delegated administrative responsibility to the Natural Resources Conservation Service.  Organizational Schematic of the RC&D Councils and Partners.

Vermont RC&D Areas 

Vermont has two designated Areas covered by the George D. Aiken RC&D and the Northern Vermont RC&D.  

Map of Vermont RC&D AreasThe Northern Vermont RC&D Area encompasses the counties of Grand Isle, Franklin, Lamoille, Chittenden, Washington, Caledonia, Essex, Orleans and Orange County towns of Orange, Washington and Williamstown.  The George D. Aiken Council Area entails Addison, Orange, Windham, Rutland, Windsor and Bennington Counties.

What's New in RC&D

Vermont's two RC&D Councils join the 375 RC&D Councils across the country.   In the past 40 years the program has grown from 10 designated areas to 375 designated areas that cover over 80% of the United States and territories.
